GENERAL FUNCTION :
The Human Resources Director is responsible for overseeing the organization's entire HR function with responsibilities in the following functional areas : payroll and benefits administration, oversite of employee training and development programs, performance management, recruitment and retention, employee onboarding / offboarding, policy development and implementation, employment law compliance, employee relations, etc.
The HR Director will be relied on for leadership and guidance regarding HR best practices and legislative compliance.
RESPONSIBILITIES :
- Support the Executive team in the design and implementation of corporate policies and procedures that support company goals and objectives
- Ensure corporate policies remain aligned with prevailing employment standards legislation and other guidelines
- Guide and support management regarding employee issues such as corrective actions, performance improvement plans, dispute resolution, resourcing, workforce management, etc.
while ensuring consistency, fairness, equal opportunities, and transparency
- Create and report KPI's related to staff resourcing, engagement, and talent development
- Support internal communications to ensure coordination of consistent and accurate messaging
- Maintain up-to-date knowledge of all relevant employment standards legislation and government reporting obligations for jurisdictions associated with company operations
- Maintain and update the Employee Policy Manual to ensure consistency with current business practices, employment standards legislation, and contemporary business trends
- Effectively partner with organizational stakeholders to help drive improvement initiatives, change management, employee engagement, team effectiveness, etc.
- Manage the annual employee engagement survey process
- Oversee the annual staff performance management review process, ensuring consistency, fairness, and timeliness
- Assist Executive team with annual compensation program reviews
- Manage relationships and support services provided by third-party HR administrators, brokers, program providers and other HR service vendors
- Consult with external legal advisors on employment and HR matters
- Oversite and execution of bi-weekly payroll processing and related year-end government reporting
- Administration of corporate benefit programs including enrollment, claims resolution, payments, reporting, awareness and education, communications
- Administration of the organization's employee Reward and Recognition program
- Maintenance of human resources information system and related reporting
- In collaboration with department Managers, co-ordinate departmental recruitment programs and talent acquisition to ensure sufficient and timely recruiting efforts are undertaken to address operational needs
- Coordination of employee recruitment, on-boarding, orientation and training
- Coordination of employee off-boarding and terminations
- Collaborate with operational managers to assess training needs, design, implement and monitor employee development and continuing education programs
- Develop and maintain annual operating budget for the HR department
- Ensure all HR department functions and processes operate in conformity to the organization's Quality Management System (QMS) and other processes at all times
SUPERVISION :
Supervision of HR team members as required.
QUALIFICATIONS :
- Post-secondary education
- HRPA designation (CHRP or CHRL)
- Minimum 5 to 10 years of experience in senior Human Resources and Payroll Administration role(s)
- Multi-jurisdictional / provincial experience is an asset
- International payroll experience is an asset
- Practical experience utilizing UKG HRIS Program is an asset
- Experience arranging temporary international work visas for cross-border work is an asset
- Occupational health and safety experience
- Advanced-level knowledge of contemporary employment legislation and best practices
- Experience in the administration of benefits and compensation programs
- Experience creating organization policies and procedures
- Self-motivation
