JOB SUMMARY
The mandate of Water Facilities & Treatment Services is to provide treatment and distribution of a sustainable supply of high-quality drinking water and is committed to protecting the environment by collecting and treating wastewater for the health and prosperity of Ottawa.
You are responsible for providing leadership, supervising, scheduling, organizing, coordinating and inspecting the work activities of City staff and contractors engaged in ensuring the operating condition, installation, testing, operation, repair and maintenance of mechanical, electrical and digester gas process equipment, Heating Ventilation Air Conditioning, and building automation systems equipment for the City of Ottawa's Water Services, "vertical assets". This infrastructure includes : Wastewater treatment plant (ROPEC), 2 Water Purification plants, remote pumping stations, reservoirs, communal well systems, elevated tanks and treatment facilities.
You play a critical role in project review / progress meetings with the engineering support branches and project managers to provide design recommendations related to maintenance and operation of the equipment and ensure that maintenance and process standards, and related legislative standards are followed.
You also play an integral role in the water purification and water treatment and collection processes, and therefore are required to support on-call staff during emergencies to ensure legislated / regulatory requirements are maintained.
EDUCATION AND EXPERIENCE
Completion of Apprenticeship program in one of the following trades as it relates to the position's technical area of expertise : Industrial Mechanic / Millwright (8000 hours), Electrician-Maintenance and Construction or Industrial Electrician (9000 hours), or Refrigeration and Air Conditioning Systems Mechanic (9000 hours)
Completion of 2 year community college Technician program as it relates to the position's technical area of expertise (Mechanical, Electrical or Building Systems).
Minimum of 8 years of trade operating experience following the completion of trades education, in a Water Production or Wastewater treatment facility. The incumbent must have increasingly responsible work experience and have experience in supervising employees.
CERTIFICATIONS AND LICENCES
Must possess and maintain Ontario MOE Class 1 Drinking Water Treatment or Wastewater Treatment Operator Certificate, depending on the positionMust complete all required on-the-job training / certifications (e.g. WHMIS, fall arrest, confined space entry, etc.) within the timeframe determined by the employer. Valid Ontario Certificate of Qualification in relevant Trade
KNOWLEDGE
- City, department and branch by-laws, policies, procedures, standards and specifications affecting water production / waste water collection / treatment / processes, and the installation, operating condition, maintenance and repair of equipment / machinery / HVAC systems;
- Collective Agreement covering CUPE 503 employees and the principles of supervision in a unionized environment;
- Regulatory requirements Ministry of Environment (MOE), Ministry of Labour, Building and fire codes;
- Trade practices / procedures, including those for HVAC systems hydraulics / electrical / mechanical procedures as position requirement;
- Maintenance and construction methods;
- Technical Safety Standards Association (TSSA) standards for all mechanical and HVAC equipment as per position requirement;
- Electrical Safety Authority (ESA) codes / standards for electrical equipment as per position requirement;
- Knowledge of job scheduling and materials requisitioning;
- Knowledge of MS Office Suite, SAP and Maintenance management systems and software (CMMS);
- Operations & Maintenance Manual (O&M);
- Knowledge of the Supervisory Control and Data Acquisition System (SCADA)
- Must possess the training, experience and knowledge to organize the work and its performance;
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
