Job Summary
We are seeking a Sr Operations Engineer to join the WestHub Division of the LTC Business & Project DevelopmentDepartment.
The division will be primarily responsible for theactivities of West HUB Project Development under the Liquid toChemicals Program (LTC) and drive the development of projectassessment and the delivery of project requirements during FEL IFEL II and FEL III.
Additionally the function will be solelyresponsible for leading the formation & activities of theIntegrated Project Team (ITP) the formation of project steeringcommittee or equivalent committees to drive major projectdecisions.
The candidate will ensure implementation of work inaccordance with the project scope set plans and handlecontingencies that arise during execution.
Responsibilities :
- Refine and implement Capital Efficiency itemsidentified from prior grassroots steam crackercomplexes.
- Take responsibility for definingthe scope bases of the Steam Cracker and C4 Coproductsfacilities.
- Provide recommendations fortechnology selection and offer technical input to LP andEconomics.
- Define bid slates selectioncriteria and methodology for selecting Steam Cracker and Coproductslicensors with the support of a Technologist.
- Collaborate with the Technologist to review technicalanalysis and make recommendations for adjustments then review theanalysis conducted by the Economic modeler.
- Develop review and approve ITB (Invitation to Bid)documents Facility Design Basis document and technical interfacebases (such as process rates and qualities to other units utilitiesload plot requirements etc.
in coordination with theContractor.
- Develop a plan for technicalreadiness for the refinery upgrader Steam Cracker andCoproducts.
- Coordinate remote support fromadditional Process Specialists as needed to support Licensorselection and technical basissetting.
Requirements :
- This role required candidate topermanently relocate at Dhahran SaudiArabia.
- Hold a minimumBachelors degree in Chemical Engineering from a recognized andapproved program.
- Possess 10 years ofexperience in the Refining & Chemicals business with a focus onintegration.
- Previous experience in ProjectEngineering Design and Execution for refinery and chemicalsplants.
- Provide technical input to the LinearProgramming (LP) Model and evaluate its results makingrecommendations for adjustments and improvements.
- Experience in chemicals derivative process licensorselection and technology analysis.
- Familiaritywith refinery and residue processing technologies.
- Experience in providing technical services for Olefinsand Polymers.
- Knowledge of Olefins andPolymers operations.
- Ability to developchemical process yields and qualities.
- Understanding of operating expenses (opex) associatedwith a Chemicals Complex.
- Experience indeveloping the scope basis for chemicals facilities.
- Proficiency in chemicals detail engineering anddesign.
- Capable of providing technical inputto LP and economics.
