Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients / clients / residents and families : As a key member of the senior leadership team, the Deputy Chief Project Officer is accountable to lead the Redevelopment Project's operational team in concert with the Chief Project Officer in the development of strategic and tactical planning and the co-management of governance and performance accountabilities.
- Accountable to provide day-to-day oversight, direction and management related to the planning, design, construction, equipment, project support and results administration;
- provides advice, consult and support to the Chief Project Officer on a range of Project Agreement related areas / issues;
provides recommendations and support in governance and stakeholder communications. This role requires a high degree of collaboration and liaison with internal and external stakeholders.
Responsibilities Advises and consults to the Chief Project Officer on the strategic objectives and implementation of the Project.
Represents the Chief Project Officer and the project to internal and external stakeholders on processes and project deliverables.
Supports the CPO in the effective and timely discharge of the Authority's responsibilities as set out in the Modified / Progressive Design-Build phases (Design, Affordability, DB Project Agreement).
Oversees the day-to-day operational aspects of the project including planning, design, construction, equipment and project support and the results office.
Acts as the main project representative through the modified / progressive design / build collaborative / integrated process.
Manages all processes, standards, risks, costs, schedules, roles, affordability checks, shadow verification, procurement, consultant deliverables and project accountabilities.
Engages, leads and oversees a team of employees and consultants to achieve project deliverables; manages resources within established budget parameters.
Provides leadership in the development and review of building specifications, service and program requirements, equipment specifications, information systems and technology requirements in accordance with applicable standards and best practices.
- Responsible to report on project interdependencies, risks and issues identified by working groups; investigates, resolves and responds to compliance obligations and applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health & safety issues;
- presents reports to Project Steering Committee and senior executives, as required. Reviews and approves requests for scope changes;
consults with project partners and senior executives on change decisions; ensures appropriate systems and processes are in place to record and monitor scope changes.
- Supports the Chief Project Officer in reporting on project interdependencies, risks and issues identified by working groups;
- investigates, resolves and responds to compliance obligations and applicable legal issues and standards with respect to procurement, design, construction, accreditation, environmental and occupational health and safety issues;
presents reports to Project Steering Committee and senior executives, as required. Leads the Project Support and Results Office (PSRO), which includes governance administration / coordination / management, document control, people management, systems, scheduling).
- Provides leadership for stakeholder engagement. Interfaces with User Groups and other FH professionals to seek effective input into all stages of the Project;
- ensures legal, financial and operational activities are consistent and compatible with FH requirements. Oversees the allocation of financial resources to meet initiatives, goals, and targets of the operating plans;
supports short and long term planning for operating and capital expenditures; recommends current and future program / service adjustments.
In consultation with the Chief Project Officer, responds to the proponents(s) or other partners on procurement issues through designated leads;
negotiates resolution of disputes with private partner(s) as needed; ensures appropriate reporting and governance mechanisms are in place for the Project Steering Committee.
Communicates effectively with FH leadership to obtain / understand operational priorities, issues and constraints, and to evaluate and recommend alternative solutions and strategies as required.
- Consults with FH Communication & Public Affairs department to support stakeholder communication, consultation and involvement;
- supports the Foundation and other funding partners as required. Liaises with senior officials of municipalities / authorities within project jurisdiction;
- negotiates and establishes policies, requirements and approvals including rezoning and acquisition of required permits. Liaises with the Ministry of Health Services;
participates on various internal and external committees as a representative of FH, as required. Qualifications Education and Experience Master's Degree in Engineering, Business Administration or a related field, supplemented with ten years' recent, related experience in a senior leadership role in a large complex health care organization with responsibility for leading teams and managing large, complex capital projects (i.
e. Design Bid Build (DBB), Design Build Finance (DBF), Design Build (DB,) Construction Management (CM), P3 Projects, m / pP3 projects), or an equivalent combination of education, training and experience.

Demonstrated knowledge and understanding of capital procurement methods and processes including alternative procurement approaches.
Demonstrated knowledge and understanding of the legal and financial issues in contract development and finalization. Demonstrated ability to function independently and as a member of a team.
Ability to develop and maintain rapport with various internal and external stakeholders. Ability to operate related equipment including related software applications.
