On behalf of our client in the Government Services Sector, PROCOM is looking for a Front-End Developer.

Front-End Developer – Job Description

• Review the business requirements for the User Experience (UX) enhancements

• Ensure all design considerations are identified and documented

• Develop a design and estimates for each of the UX enhancements and form

• Ensure compatibility with SIEBEL eServices

• Participate in JAD sessions with the BA and Business clients to produce a working version for client approval

• Complete the development and unit testing for the technical integrity

• Participate with business clients for user testing to identify any further enhancements

• Develop and unit test the further enhancements

• Get final sign-off from the business client for that function

• Advice the business client on their quality testing scenarios

• Provide handover orientation to the business client on a functional solution

• Provide usability documentation to the business client and technical documentation to LRC on the functional solution

• Interact with Solution Designer and team members, Siebel configurator, and Web Designer, to ensure interoperability and integrity of the solution

• Provide weekly updates using development methodology and project management controls

• Ensure AODA (WCAG 2.0) and French Language compliance

Front-End Developer – Mandatory Skills

• Web Design - 35%

• Experience with Web design and development for interview style and complex forms of transactions

• Experience with graphic design applications (e.g., Adobe Illustrator)

• Experience with web development in a complex multi-organizational environment

• Experience with advanced Web editors and other web development tools and utilities

• Experience with designing using HTML5, Cascading style sheets (CSS), JavaScript, jQuery, React, Angular, Apache Velocity and XML, iFrames, and Bootstrap

• Experience with analyzing the existing CSS and JavaScript to apply to new UI / Portal

• Experience with analyzing the existing Design standards to apply to new UI / Portal

• Demonstrated knowledge and experience in ensuring all designs are AODA (WCAG 2.0) and French Language compliant

• Documentation and Process - 20%

• Demonstrated experience with operational processes and service management

• Demonstrated documentation skills especially for technical architecture and procedure manuals

• Experience with reviewing business requirements for the User Experience (UX) enhancements, Import form and Mortality form, and identifying and documenting all design considerations

• Technical Skills - 20%

• Senior expertise in JavaScript development

• Experience in developing techniques for large volume rapid web deployment using templates

• Demonstrated experience in using the Agile Methodology

• Experience with performing development and unit testing for technical integrity

• Experience in working with complex infrastructure implementations

• Demonstrated experience in working with Siebel technology will be an asset

• Demonstrated experience with Oracle development methodologies, tools and resources will be an asset

• General Skills - 20%

• Public Sector Experience - 5%

• Experience with Public IT methodologies and processes

• Demonstrated understanding of government communication standards for web publishing
