JOB SUMMARY
As a Proposal Analyst for the Safe Fleet Law Enforcement Business Unit (SFLE), you will be responsible for capturing RFP / RFI opportunities, composition and timely submission of complete, compliant, and persuasive proposals, and acting as the contract manager for cooperative procurement programs for the law enforcement market.
As a team member of the business development team, you can expect to work closely with the Sales Team and numerous Subject Matter Experts across various internal departments, including Product Management, Engineering, Support, PMO, and Legal to ensure proposals are competitive and internal resources understand potential scope if awarded.
You will also be involved in sales strategy and competitor analysis discussions with management to determine market trends and avenues for improvement.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Review all in-bound Requests for Proposals (RFP) and Requests for Information (RFI), providing a detailed summary to management for review and opportunity vetting.
- Responsible for all aspects of proposal response, including technical, presentation, physical / electronic composition, and on-time submission.
- Obtain high-level or deeper knowledge of all aspects of solution, including technical capabilities, project implementation process, and long-term sales and technical support capabilities.
- Engage Subject Matter Experts (SME) and distribute relevant portions for input / review when necessary, including Product Management, Sales, Legal, Finance, and Executive teams.
- Conduct and drive internal meetings so all related stakeholders are aware of potential commitments and Scope of Project for major opportunities.
- Prepare sales quotes for complex, multi-year projects.
- Serve as the main point of contact throughout the Request for Proposal (RFP) and Request for Information (RFI), evaluation phase.
- Track and generate a quarterly report of industry trends and ongoing solution shortfalls when compared to competitors.
- Maintain an electronic knowledge base of Request for Proposal (RFP) and Request for Information (RFI requirement responses, templates, and images.
- Create and maintain bid spec documents for the sales team to provide to clients prior to Request for Proposal (RFP) release.
- Serve as the Contract Administrator for various Cooperative Purchasing Programs
- Maintain processes / requirements for cooperative contract compliance.
- Escalate any non-standard or currently non-compliant cooperative contract terms to the relevant internal personnel for resolution.
- Participate in cooperative contract negotiations with corporate counsel to provide relevant background and context.
- Initiate and process cooperative contract amendments, including updates to catalogs / pricing.
- Provide info and train Sales Personnel / PMO on relevant cooperative contract requirements and utilization.
- Completion of various forms and documentation for executive signature, i.e., Sole Source Letters, Conflict of Interest, Affidavits.
- Other duties as assigned.
Salary Range : $60,000 - $74,000 / yr

Requirements
- Ability to deliver high quality documentation paying attention to detail.
- Ability to quickly grasp complex technical concepts and make them easily understandable in text and pictures.
- Proficiency in MS Office (Word / Excel / PowerPoint, Visio etc.) and Adobe or Nuance PDF creator.
- Experience with Salesforce CRM is preferred.
- Strong organizational skills, with attention to detail.
- Strong communication, writing, and leadership skills.
- Strong critical thinking and analytical skills.
- Ability to work in a fast-paced environment with a specified time schedule.
- 2+ years law enforcement industry experience preferred.
