Database Administrator – Canadian Institute for Health Information (CIHI)
Job Summary
The Database Administrator works under the direction of the Manager, Data Infrastructure and is responsible for providing ongoing database maintenance and support as well as contributing with technical expertise to CIHI projects.
Duties and Responsibilities
- Install, manage, maintain, patch, upgrade, monitor and performance tune Oracle instances on AWS EC2 environments, Grid Infrastructure, ASM, as well as on AWS RDS, Aurora, and Redshift instances and clusters, supporting the full lifecycle of database environments while ensuring stability, security, and performance.
- Develop, test, and implement backup and recovery procedures for all CIHI databases on all platforms. Provide input to maintain and support CIHI’s disaster recovery strategy.
- Provide technical expertise to developers : ensure best practices for SQL coding are followed, perform code reviews proactively advising and coaching developers on coding guidelines, collaborate with technical leads, operations leads or project managers in planning database‑related initiatives, document and maintain information on processes and database‑related activities, and assist with Data Warehouse and Data Mart development.
- Ensure all databases are patched and hardened in accordance with CIHI’s standard procedures.
- Monitor performance of mission‑critical applications and DBMS and respond to any degradation of performance to ensure that service level targets are met.
- Implement application changes to CIHI databases following ITSM processes (Release Management Process, Change Management, Incident Management / Service Desk, Problem Management, etc.).
- Support CIHI’s Information Security Management System (ISMS) through the implementation, management and / or monitoring of required Information Security controls.
- Participate in key ISMS processes as required, including but not limited to Risk Management, Audit and Assessment, Monitoring and Reporting and Record Management.
- Act as liaison between the Data Infrastructure and its clients within ITPDS Development, Applications, and Operations; proactively respond to emerging needs.
- Participate in the definition, maintenance and implementation of access policies and security controls to ensure security of CIHI’s data holdings.
- Provide expert input on database design and security, advise on the selection of database tools and products and participate in the development of overall database strategies.
- Plan database‑related initiatives such as version upgrades including resource estimation and risk management information.
- Identify and resolve inefficiencies in current databases and recommend improvements and automation opportunities.
Knowledge and Experience
Undergraduate degree in computer science or a related field. An equivalent combination of education and experience will be considered. Graduate degree is an asset.Minimum of five (5) years’ experience as a Database Administrator on Oracle 19c database or above, MySQL 8 or above.Minimum three (3) years’ experience in AWS RDS, Aurora, Redshift.Solid knowledge of RDBMS architecture, database backup / recovery, security / auditing, integrity.Experience in performance monitoring, database tuning, Oracle PLSQL / Code tuning and expertise in SQL tuning at Oracle and MySQL.Expertise in Oracle RDBMS management and maintenance on Linux platform, with specific experience in Oracle ASM and RMAN, AWS RDS Oracle / AWS Aurora / AWS Redshift.Hands‑on experience with Unix shell and Python scripting. Experience with Oracle APEX is an asset.Strong critical thinker, ability to complete tasks independently and as a team player, and solve complex problems with minimal supervision.Excellent interpersonal and communication skills – both written and oral, with the ability to communicate effectively with users, management, and technical staff.Fluency in English is required, bilingualism in both official languages is an asset.Seniority level
