Overview
Reporting to the Manager, Environmental Compliance and Utility Performance (Sanitary and Stormwater Utilities or SSU), this position is responsible for Utilities data management; development, implementation and maintenance of environmental compliance management systems for sanitary and stormwater utilities; and environmental and water resources engineering support to ensure regulatory compliance, operational efficiency, and continuous improvement across municipal sanitary and stormwater infrastructure. The role plays a critical part in enabling data‑informed decision‑making, supporting the utility’s on‑going regulatory compliance, and upholding high standards through the City’s Utilities Compliance Management Systems (UCMS).

Responsibilities
Utilities Data Management (40%) :
- Develops data collection, analysis, and visualization frameworks to support decision‑making for sanitary and stormwater assets.
- Creates business and data mapping documents for core infrastructure and programs.
- Prepares SOPs and defines KPIs for essential asset and program processes.
- Supports operation, maintenance, inspection, record‑keeping, and regulatory reporting under relevant licenses and permits (e.g., CLI ECA). Leads upkeep and enhancement of databases and software systems for sanitary and stormwater asset management.
- Represents ECUP in cross‑departmental initiatives with Asset Management, GIS, ERP, and other teams.
Utility Performance and Compliance (40%) :
Co‑develops and continuously improves the Utilities Compliance Management System (UCMS) for sanitary and stormwater systems.Administers UCMS frameworks, ensuring processes support continuous improvement. Conducts internal audits to confirm UCMS compliance and performance.Supports regulatory inspections and external audits (e.g., MECP), including preparation and follow‑up. Maintains audit‑ready documentation, manages corrective actions, and drives continuous improvement.Leads documentation control for Operational Plans, SOPs, forms, and records.Collects and updates UCMS KPIs; assists with incident tracking and reporting.Contributes to UCMS training materials and promotes UCMS awareness across SSU and other City divisions.Coordinates updates of infrastructure data and as‑constructed drawings for integration into GIS and asset management systems.Environmental Engineering and Water Resources Support (20%) :
Reviews and approves Temporary Discharge Permit applications per the Sewer Use By‑law. Conducts site inspections, collects QA / QC samples, and prepares compliance reports.Collects water, soil, and sediment samples to support disposal or reuse decisions.Assists with spill response alongside O&M staff, consultants, and contractors, including after‑hours availability.Supports engineers with data and presentations related to soil, groundwater, surface water, and watershed health.Develops guidelines for collecting and managing environmental and spill‑related data. Assists in updating Levels of Service (LOS) metrics and KPIs for sanitary and stormwater assets.Other Duties :
Supports SSU teams with data management and analysis needs.Prepares correspondence, reports, and presentations for internal and external stakeholders.Assists the ECUP Manager with work plans and budgets for UCMS and Data Management Systems.Reviews and negotiates consultant work plans and budgets.Performs other related duties as assigned.Education
Minimum 4‑year post‑secondary degree in Engineering, Environmental Science, Information Technology, Data Science or related discipline.Experience
Minimum 4 years of experience in Civil and / or Engineering, or Science, Information Technology, Data Science or related discipline with an in‑depth understanding of data collection, analysis, monitoring and evaluation, and visualization.Additional Requirements
Valid MTO Class “G” driver’s license in good standing with access to personal vehicle for City business.Reliable with a good attitude and employment record.Knowledge, Skills, And Abilities
Strong computer skills with the ability to use software programs such as CityWorks, Computerized Maintenance Management System (CMMS), GIS, Microsoft Office and Outlook, Power BI, etc.Advanced skills in Microsoft Excel or database management software – demonstrated ability to quality assure / quality control (QA / QC) operational data, mine for inconsistencies and resolve to ensure compliance; Intermediate skills in other Microsoft Office Suite tools (i.e., Word, Teams, Power BI, PowerPoint and Outlook).Excellent interpersonal skills with the ability to build relationships across teams, facilitate meetings and develop training materials.Strong written and verbal communication skills for engaging with frontline staff, management, regulatory agencies, and the public.Adept at negotiation and problem‑solving skills with a demonstrated ability to interface tactfully and effectively with all levels of management, operational and specialist staff, provincial approval and legislative agencies, consultants and contractors, suppliers, peers, and the public.Knowledge of relevant acts, legislations and policies, such as Environmental Protection Act (EPA), Clean Water Act (CWA); Ontario Water Resources Act (OWRA), Safe Drinking Water Act (SDWA), etc.#J-18808-Ljbffr
