The Global Risk and Treasury Technology team provides development and support services for Group Treasury (including Structural Interest Rate Risk management, Asset / Liability Management, Funds Transfer Pricing, Liquidity Risk, Stress Testing) and Global Risk Management (Global Retail / Corporate / Commercial Credit Risk, Counterparty Credit Risk, Operational / Non-Operational Risk Management).
The Senior Development Manager will lead technology initiatives for the Treasury portfolio, overseeing both in-house application development and integration of vendor software packages. This role requires strong leadership, technical expertise, and strategic vision to deliver robust, scalable, and compliant solutions that support the bank's treasury operations, including liquidity management, risk management, regulatory reporting, and portfolio governance. The ideal candidate will have extensive experience working in large, complex financial services organizations, such as major Canadian banks, with a proven ability to navigate enterprise governance, regulatory compliance, and multi‑stakeholder environments.
Responsibilities
Leadership & Strategy
– Define and execute the technology roadmap for the Treasury portfolio in alignment with business objectives and enterprise architecture standards. Lead and mentor a team of developers, business analysts, and integration specialists. Foster a culture of innovation, collaboration, and continuous improvement.
Portfolio & Project Management
– Manage a multi‑project portfolio covering in‑house development, vendor integrations, and modernization initiatives. Prioritize projects based on business value, regulatory deadlines, and resource availability. Implement PMO best practices, including governance, risk tracking, and dependency management. Ensure delivery within scope, timeline, and budget while maintaining quality standards. Drive Agile and hybrid delivery models, ensuring transparency and stakeholder engagement.
Financial Management
– Own the technology budget for the Treasury portfolio, including forecasting, cost optimization, and vendor spend management. Track and report on capital and operating expenses, ensuring alignment with financial targets. Negotiate vendor contracts and manage licensing costs to maximize ROI. Provide financial insights to senior leadership for strategic decision‑making.
Application Development & Integration
– Oversee design, development, and deployment of in‑house applications supporting treasury functions (e.g., cash management, FX, derivatives, collateral). Manage integration of vendor software packages (e.g., treasury management systems, risk engines) with internal platforms and data sources. Ensure seamless interoperability between systems through APIs, middleware, and secure data exchange.
Regulatory Reporting & Compliance
– Implement solutions that meet Basel III requirements, including Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR) reporting. Ensure systems support IFRS 9, EMIR, MiFID II, and local regulatory mandates for treasury operations. Build capabilities for U.S. regulatory reporting, including FR 2052a (Complex Institution Liquidity Monitoring Report) for large banking organisations. Automate workflows for stress testing, scenario analysis, and capital adequacy reporting to comply with supervisory expectations. Maintain audit trails and data lineage for regulatory submissions to satisfy internal and external audit requirements.
Governance & Risk Management
– Ensure all solutions comply with global and local banking regulations, including AML, KYC, and data privacy laws. Implement robust change management and release processes to minimise operational risk.
Technology & Innovation
– Stay current with emerging technologies, cloud adoption, and industry trends to drive continuous improvement of treasury solutions.
