Experience working with vendor-based solutions and government registries is important. Previous Ontario Public Service (OPS) or public-sector experience is an asset.

Key Responsibilities

1. Business Analysis and Requirements Management

  • Lead business analysis activities for large-scale, complex digital and I&IT initiatives.
  • Elicit, document, analyze, validate, and manage business, functional, non-functional, data, and reporting requirements.
  • Translate business needs and operational challenges into clear, complete, and actionable business and solution requirements.
  • Develop and maintain business requirements documents, functional specifications, user stories, acceptance criteria, business rules, and supporting documentation.
  • Develop business-process models, use cases, conceptual and logical data models, data-flow models, and requirements traceability matrices.
  • Identify and document gaps, assumptions, constraints, dependencies, risks, impacts, and non-functional requirements.
  • Maintain end-to-end requirements traceability throughout solution design, development, testing, and implementation.
  • Establish requirements-gathering approaches using stakeholder interviews, Joint Application Development (JAD) sessions, workshops, walkthroughs, mock-ups, and validation sessions.

2. Business Process Analysis and Service Design

  • Analyze existing business processes and identify opportunities for process improvement, re-engineering, and more cost-effective service delivery.
  • Develop current-state and future-state business-process models and document business and operational requirements.
  • Identify process gaps, inefficiencies, dependencies, and opportunities to improve service delivery and user outcomes.
  • Support user-centred service design, user experience research, and design activities.
  • Coordinate business input into user experience, data, privacy, security, architecture, and solution-design activities.
  • Apply appropriate business analysis practices, standards, and methodologies to support consistent and effective delivery.

3. Policy, Legislative, Regulatory, and Government Registry Analysis

  • Support the analysis of government registry requirements, business rules, data needs, and operational workflows.
  • Facilitate discussions with policy, operational, legal, privacy, security, and technology stakeholders to ensure requirements are complete, consistent, and validated.
  • Support privacy assessments by documenting personal-information flows, business uses of personal information, and associated business requirements.
  • Identify potential operational, compliance, privacy, and implementation impacts and communicate findings to relevant stakeholders.

4. Vendor Solution Assessment and Implementation

  • Support issue resolution, implementation readiness, operational transition, and post-implementation activities as required.
  • Monitor progress, identify delivery risks, resolve requirements-related issues, and provide regular status updates.

6. Stakeholder Engagement and Executive Communications

  • Facilitate requirements workshops, interviews, business walkthroughs, and requirements-validation sessions involving diverse stakeholder groups.
  • Build effective working relationships with senior executives, business leaders, policy teams, subject matter experts, vendors, and technical teams.
