Position: Scrum Master – Intermediate

Client: Government Services Integration Cluster

Ministry: Ministry of Public and Business Service Delivery and Procurement

Location: Toronto, Ontario – 100% Onsite, 5 Days/Week

Contract: September 21, 2026 – October 1, 2027

Position Overview

Our client, the Government Services Integration Cluster, is seeking an Intermediate Scrum Master to support Agile delivery teams in a complex enterprise I&IT environment.

The successful candidate will provide Scrum and Agile expertise, facilitate Agile ceremonies, coach and mentor delivery teams, remove impediments, support Product Owners with backlog management, and help bridge business analysis, development, and operations functions within a DevOps environment.

The ideal candidate will combine strong Scrum Master capabilities with business analysis, requirements gathering, process modelling, stakeholder management, DevOps, CI/CD, cloud, and containerization experience.

Key Responsibilities

  • Serve as a Scrum Master and provide subject matter expertise and guidance on Agile project delivery methods.
  • Facilitate Agile/Scrum ceremonies, including:
    • Sprint Planning
    • Daily Stand-ups
    • Sprint Reviews
    • Sprint Retrospectives
    • Backlog Refinement
  • Coach and mentor Agile teams on Scrum principles, Agile practices, self-organization, and continuous improvement.
  • Support teams in identifying, managing, and removing impediments and blockers.
  • Facilitate relationships between Agile delivery teams and Product Owners.
  • Help maintain a safe, collaborative, and productive team environment.
  • Support conflict resolution within Agile teams and between teams and stakeholders.
  • Work closely with Product Owners to manage and prioritize product backlogs.
  • Ensure backlog items are sufficiently defined, prioritized, and ready for development.
  • Gather, analyze, and document business requirements and translate them into actionable user stories, acceptance criteria, and process documentation.
  • Apply business analysis frameworks and techniques within an Agile delivery environment.
  • Model current-state and future-state business processes using BPMN, process flow diagrams, or equivalent techniques.
  • Conduct gap analysis and identify opportunities for business and process improvements.
  • Track and analyze Agile metrics such as velocity, burndown/burnup charts, sprint performance, and team productivity.
  • Capture feedback and document sprint reviews and retrospective outcomes to support project objectives and improve team performance.
  • Work effectively within DevOps environments, helping bridge development and operations teams.
  • Demonstrate hands-on understanding of CI/CD pipelines and DevOps processes.
  • Work with technical teams using tools such as Jira, Confluence, Git, and Jenkins.
  • Support the adoption and integration of enterprise IT standards, guidelines, and Agile delivery practices.
  • Prepare and deliver training materials and training sessions related to project delivery methodology and Agile practices.
  • Communicate effectively with technical teams, business stakeholders, Product Owners, project leadership, and other enterprise stakeholders.
  • Facilitate consensus-building and support effective decision-making across diverse stakeholder groups.


Requirements

Mandatory Qualifications

Candidates must demonstrate the following:

Education & Certification

  • Bachelor’s degree in Computer Science, Information Technology, Business, or a related field.
  • Certified Scrum Master (CSM) or similar Agile certification.

Scrum & Agile

  • Strong understanding and hands-on experience with Scrum methodology and Agile practices.
  • Demonstrated ability to lead Agile ceremonies and effectively implement Scrum principles across development teams.
  • Experience coaching and mentoring Agile teams.
  • Experience helping Agile teams become self-organizing and identifying gaps within the Scrum framework.
  • Experience removing impediments and resolving blockers affecting delivery.

Business Analysis

  • Strong understanding of business analysis frameworks.
  • Hands-on experience with requirements gathering and documentation.
  • Ability to translate business requirements into user stories, acceptance criteria, and actionable requirements.
  • Experience with business process modelling, including BPMN and process flow diagrams.
  • Experience performing gap analysis and recommending process improvements.

DevOps – Mandatory

  • Previous experience working as a Scrum Master and Business Analyst within a DevOps environment.
  • Demonstrated ability to bridge development and operations teams.
  • Hands-on experience with DevOps processes and CI/CD pipelines.

DevOps Tools – Mandatory

Hands-on experience with:

  • Jira
  • Confluence
  • Git
  • Jenkins
  • CI/CD processes/pipelines

Cloud & Containerization – Mandatory

Familiarity with at least one major cloud platform:

  • AWS
  • Microsoft Azure
  • Google Cloud Platform (GCP)

And familiarity with containerization technologies such as:

  • Docker
  • Kubernetes

Backlog Management – Mandatory

  • Proven experience collaborating with Product Owners to manage product backlogs.
  • Ability to prioritize backlog items and ensure the highest-priority work is clearly defined, appropriately documented, and ready for development.

Leadership & Stakeholder Management

  • Proven ability to lead Agile teams and maintain productivity in an Agile environment.
  • Strong communication, facilitation, negotiation, consensus-building, and problem-solving skills.
  • Demonstrated stakeholder management experience.
  • Experience balancing stakeholder needs with development priorities.
  • Strong conflict resolution and mediation skills.

Preferred / Asset Qualifications

The following will be considered strong assets:

  • PMI-ACP
  • SAFe Scrum Master
  • Professional Scrum Master (PSM)
  • Agile Coach certification
  • Lean Six Sigma Black Belt, Green Belt, or Yellow Belt
  • Previous experience working as both a Scrum Master and Business Analyst in technical delivery environments.
  • Software development experience or technical development background.
  • Experience with enterprise cloud environments and containerized applications.
  • Experience working in finance, healthcare, government, or other regulated industries.
  • Experience working with enterprise architecture frameworks and I&IT delivery methodologies.

Agile & Delivery Responsibilities

The Scrum Master will be expected to:

Plan → Facilitate → Coach → Remove Blockers → Manage Backlog → Track Metrics → Improve Delivery

The candidate should be comfortable operating at the intersection of business requirements, Agile delivery, software development, DevOps, and operations.

Work Arrangement

100% Onsite – Toronto, Ontario

5 days per week onsite is mandatory.

Candidates must be able and willing to work onsite in Toronto for the duration of the assignment.

  19. Willingness and ability to work 100% onsite, 5 days/week in Toronto.
