Position Overview
We are seeking an experienced Intermediate Software Developer to support the Government Services Integration Cluster in designing, developing, testing, implementing, and maintaining large-scale, multi-client web applications.
The successful candidate will have strong hands-on experience with Java, Oracle/SQL databases, REST APIs/Web Services, Azure DevOps, microservices, and object-oriented development practices. The role requires the ability to work closely with both functional and technical teams in an Agile environment and deliver high-quality solutions within aggressive timelines.
Mandatory Skills & Experience
Candidates must meet all of the following requirements:
- 5+ years of experience as a designer and developer working on large-scale, multi-client web applications.
- 5+ years of hands-on Java development experience with Oracle or SQL databases.
- 2+ years of hands-on experience with REST APIs / RESTful Web Services.
- Experience using Azure DevOps.
- Strong knowledge and practical experience with microservice architecture, including the ability to apply core architecture principles to improve product extensibility and maintainability.
- Strong understanding of object-oriented programming and coding practices, including:
- Design patterns
- Refactoring
- Clean code
- Experience with relational and hierarchical database technologies.
- Experience using query languages and information retrieval packages.
- Experience with communications protocols.
- Strong understanding of Agile methodologies.
- Knowledge of security gateways and protocols, including:

Key Responsibilities
The Software Developer will:
- Translate technical systems specifications into working, tested applications.
- Develop detailed programming specifications and technical solutions.
- Write, generate, compile, test, debug, document, and maintain application code.
- Design, develop, implement, and maintain enterprise applications.
- Conduct unit testing, troubleshooting, debugging, and technical problem resolution.
- Troubleshoot technical issues arising during software implementation, conversion, migration, and production operations.
- Participate throughout the Software Development Life Cycle (SDLC).
- Collaborate with IT professionals, functional teams, technical teams, project teams, and other developers.
- Apply structured methodologies for application design, development, implementation, and maintenance.
- Apply appropriate application design patterns and development standards.
- Participate in application deployment and provide post-implementation technical support.
- Analyze and resolve technical issues within tight timelines.
- Elicit and document technical/business information from diverse business stakeholders and Subject Matter Experts.
- Participate in design walkthroughs with project teams.
- Prepare user and system documentation as required.
- Contribute to technical quality assurance and ensure development standards are followed.

Technical Requirements
Java & Application Development
- 5+ years of hands-on Java development.
- 5+ years of experience designing and developing large-scale, multi-client web applications.
- Strong understanding of object-oriented programming.
- Experience with design patterns, refactoring, clean-code principles, application design, deployment, and troubleshooting.
- Knowledge of Internet-ready applications.
- Experience with structured software development methodologies.
- Knowledge/experience with Rapid Application Development (RAD) methodologies.
APIs & Architecture
- 2+ years of hands-on experience developing and working with:
- REST APIs
- RESTful Web Services
- Experience with microservice architecture.
- Ability to apply architecture principles to enhance application extensibility, scalability, and maintainability.
- Experience with middleware and gateways.
Database
- 5+ years of Java development experience with Oracle or SQL databases.

DevOps
- Hands-on experience using Azure DevOps.

Public Sector / OPS Experience
Prior Ontario Public Service (OPS) or other public-sector development experience is highly desirable.
Candidates with OPS experience should understand or have exposure to:

Additional / Nice-to-Have Experience

- Oracle E-Business modules including:
- General Ledger (GL)

- FND
- Oracle E-Business table structures related to GL, AR, Collections, AP, INV, and FND.
- SQL tuning and partitioned tables.
