Your Opportunity

Reporting to the Senior Director of Financial Services, and working independently, but in consultation with the Executive Director of University Procurement on the St. Geroge Campus, the Procurement Manager manages all aspects of Procurement at the University of Toronto Scarborough. The Procurement Manager is responsible for overseeing all procurement of goods, services, and construction at the University of Toronto Scarborough. The incumbent leads the development, delivery and maintenance of procurement strategies at UTSC. The incumbent provides leadership and direction and advises senior management on and oversees all aspects of procurement policies, procedures and practices, product sourcing, request for proposals, bid review, negotiation, supplier qualification and relationship management, and contract review. Provides professional expertise to academic and administrative community on complex procurement processes and trade agreement obligations in order to achieve the University’s goals and objectives; coordinates procurement activities; develops, reviews and implements new or improved administrative procedures, participates on university wide projects that impact procurement processes, systems or resource allocation by providing advice and analysis. The incumbent negotiates supply agreements. The incumbent is the senior liaison with the central Executive Director of University Procurement.


The incumbent has full managerial authority of a team that issues and leads open competitive bidding processes on behalf of the Scarborough campus (from intake, work assignment, contract negotiation and award) including Request for Proposals (RFP) and other open tendering processes, for all goods, services and construction. The Procurement Manager oversees and advances projects in accordance with public procurement legislation and other directives. The incumbent offers strategic procurement guidance to management, faculty and staff particularly related to complex procurements where there are supply challenges in the marketplace and recommends optimal acquisition strategies that meet end user needs.


The Procurement Manager works closely with team of Procurement Officers to ensure sourcing activities are conducted in an ethical, open and transparent manner while ensuring the university receives the best possible value from funds expended. Qualification

I. EDUCATION:

  • Bachelor’s degree and a recognized procurement designation are required (e.g., NISCL, NIGP, UPPCC).
  • Training in contract law is desirable.

2. EXPERIENCE:

  • A minimum of seven years of progressively responsible procurement experience, including at least four years of supervisory experience, preferably in a unionized environment, within a higher education institution or large public sector organization.
  • The incumbent must possess extensive senior-level procurement experience, including leading complex competitive procurement processes from initiation through evaluation, negotiation, award, and contract implementation.
  • Demonstrated experience presenting procurement strategies, industry trends, legislative requirements, and best practices to diverse stakeholder groups is required.
  • Experience leading and developing high-performing teams in a unionized environment is essential, including performance management, coaching, mentoring, succession planning, and staff development.
  • Experience with strategic procurement planning and aligning procurement activities with departmental and organizational objectives is required.
  • The incumbent must possess experience with procurement systems and technologies, including public tendering networks, bid posting, submission and evaluation tools, e-procurement applications, electronic materials management systems, and financial systems.
  • Experience with SAP is considered an asset.

III. SKILLS:

  • Excellent oral, written, interpersonal, and presentation skills are required, along with strong analytical, problem-solving, negotiation, and conflict-resolution abilities.
  • The incumbent must possess exceptional leadership and people-management skills, with the ability to effectively motivate, develop, and manage a team of professional procurement staff.
  • The ability to communicate persuasively and build effective relationships with stakeholders at all organizational levels is essential.
  • Exceptional organizational, planning, prioritization, follow-up, and multitasking skills are required, along with demonstrated risk-management and time-management capabilities.
  • A high degree of customer service orientation, sound judgment, discretion, and the ability to maintain confidentiality is essential.
  • Advanced proficiency in Microsoft Word, Excel, and PowerPoint is required.

IV. OTHER:

  • The incumbent must demonstrate tact, discretion, and professionalism when managing complex issues and resolving conflict.
  • A thorough understanding of contract law, competitive bidding practices, procurement governance, negotiation strategies, and the administration and automation of contract management processes is required.
  • The incumbent must possess current knowledge of public procurement principles, industry best practices, and applicable legislative and regulatory requirements, including the Ontario Broader Public Sector Procurement Directive, applicable trade agreements, funding agency requirements, and other government regulations affecting public procurement in a research-intensive university environment.
  • Strong analytical capabilities are required, including experience tracking, processing, analyzing, and reporting information, as well as competency in basic statistics.
  • The incumbent must demonstrate the ability to identify risks, develop practical solutions to complex challenges, and recommend innovative procurement practices that support continuous improvement.
  • The incumbent must maintain the highest standards of ethics, integrity, accountability, and confidentiality in all business relationships and procurement activities.
  • The ability to effectively manage and supervise a high-volume procurement operation is essential.
  • A demonstrated commitment to equity, diversity, inclusion, accessibility, and respect is required to ensure that diverse voices, perspectives, and ideas are considered and reflected in procurement practices and stakeholder engagement.
