For accommodation needs, please contact at any stage of the hiring process.Visit our Careers at CLBC page to learn more about working at CLBC, what we offer, and tips for the interview process.About the Role:Reporting to the Manager, Home Share, this position provides structured analytical, comparative, and evaluative support to strategic initiatives aimed at strengthening Home Sharing safety, quality, and system oversight. The role applies both quantitative and qualitative analytical approaches, including gap analysis, cross jurisdictional and best/wise practice scans, policy and practice analysis, and synthesis of qualitative information to support person centred, evidence informed decision making.Working collaboratively across complex Home Share strategic initiatives, the Analyst leads structured data analyses and knowledge syntheses to inform options, clarify risks and trends, and contribute to the development of initiatives that improve system learning and lived‑experience outcomes.Key responsibilities:Conducts structured gap analyses comparing current Home Sharing practices, policies, and oversight mechanisms to desired future states, established standards, or emerging best and wise practices.Leads cross‑jurisdictional, inter‑organizational, and best/wise‑practice scans, synthesizing approaches from other provinces, sectors, and comparable service systems to inform system learning and improvement.Analyzes policy, practice, and operational models to identify strengths, risks, and system‑level improvement opportunities, with particular attention to complex, evolving, or low‑data contexts.Leads the development, implementation and continuous refinement of evaluation frameworks, performance indicators, monitoring methodologies and analytical tools used to assess program performance, identify operational risks, and drive continuous quality improvement.Conducts targeted research and trend analysis to inform strategic planning, policy considerations, and quality improvement initiatives.Translates complex analytical findings into clear, accessible insights tailored to purpose, audience, and decision‑making context.Collaboratively frames analytical questions with partners and supports interpretation of findings within operational, policy, and practice‑based realities.Identifies, documents, and communicates limitations, assumptions, risks, and emerging themes to support transparent, evidence‑informed decision‑Leads analytical workstreams within strategic program improvement projects that form part of the Home Share Program's multi-year improvement plan.Coordinates project activities, develops project methodologies, identifies operational impacts, manages deliverables, and recommends implementation strategies that improve provincial Home Share practices.Designs, develops and implements new business processes, analytical tools, protocols and operational practices that improve program quality, monitoring, reporting and decision making across the Home Share program.Provides expert analytical advice to senior leadership regarding operational improvements, implementation strategies, emerging risks and opportunities to strengthen Home Share service delivery.Engages respectfully with diverse contributors and knowledge holders, recognizing Indigenous ways of knowing, lived experience, and practice-based knowledge alongside formal policy and program information. Contributes to financial planning and allocation decisions by assessing operational requirements, identifying resource implications, and recommending funding approaches that support quality improvement initiatives.
