Job description

The opportunity

Altus Group has an opening for a Project Manager based out of our downtown Toronto office with our Cost & Project Management team. As a P. Eng your construction infrastructure advisory and consulting experience will extend services to new and existing clients for public and private sector clients (through pre-bid/procurement and implementation phase). You will be the technical expert in all aspects of project delivery including procurement, project management, cost and schedule development, commercial and technical risk analysis and mitigation from initial planning phases to financial close and subsequently to final completion within the P3 Infrastructure sector, such as bridges, major highways, rail, light rail, and subway.

What you will do:

  • Provide expert P3 advisory services. You will review, assess, and recommend technical solutions for improvements on assigned public or private client P3 projects. You will develop a clear deliverable framework which offers our clients guidance along with clear findings and recommendations. You will develop technical specifications for owner/government clients with the understanding of both technical/commercial aspects of a P3 contract, providing advisory from procurement to implementation.

  • Conduct a technical review of large P3 projects. You will review all of the engineering details, including environmental impact studies, risks, site plans, etc., submitted by the Project Company. You will identify major impacts of developments along highway and transit corridors (heavy/light rail, subways, BRT, etc.), determine the necessity and scope of proposed improvements and extensions, and communicate concerns to clients.

  • Manage projects. You will track the progress of several concurrent projects with frequent shifts in focus through the different phases of a project focused on the following areas: Data Verification and Validation, Project Scheduling, Project Budget Accuracy, Bid Pricing Review, Post contract Contingency Usage, Budget Process Review and Assessment.

  • Collaborate. You will consult with engineering staff on development-related issues and liaise with external agencies, municipalities, Infrastructure Ontario, developers and their consultants and private landowners.

  • Evaluate. You will:

    • Conduct field inspections to ensure that construction assets, materials and methods comply with all related permits, regulations, standards and contract documents, drawings, and specifications.

    • Complete benchmarking, Service Cost reviews, and Market Testing and Value for Money (VfM) reviews.

    • Provide Payment Mechanism modelling and analysis services.

  • Provide risk advisory. You will advise financial institutions and project sponsors on the assessment and ultimately the control of risks on their projects, including identification, analysis and advice on design and construction proposals, site/building condition investigations, construction programs, construction delivery processes, statutory approvals, construction costs and life cycle provisions before financial close and during the construction and operational phases

  • Continuously assess construction costs. You will support all aspects of the process commercially and contractually in the civil / transportation markets including performance audit and life cycle costing services. You will review planned performance against actual progress, certify monthly valuations, check compliance with specifications and client requirements, examine site documentation and undertake quality and risk assessment audits.

  • Manage the team. You will ensure engagement and buy-in of all stakeholders, manage communication, and oversee the infrastructure team's efforts to deliver a high level of quality service to clients resulting in repeat business and referrals.

You will have:

  • The education and experience. You have a degree in Civil or Structural Engineering, or a related field combined with 5+ years in P3 Infrastructure design and advisory services. You have your Professional Engineer Designation, and you may have your PMP certification. You have extensive business, advisory and procurement experience working for asset owners (government agencies), lenders and private sector consortia.

  • The technical skills. You can interpret engineering designs, architectural take-offs, and structural drawings. You are highly proficient with Sharepoint and MS Office, including advanced skills in Excel and CostX. You have a deep understanding of P3 financing mechanisms.

  • The project management skills. You have taken the lead on projects valued at $5M+, taking ownership of your deliverables and managing your resources. You can anticipate, understand, and respond to the needs of clients; clarify ambiguities, address setbacks and manage expectations to retain their confidence. You have excellent negotiation and conflict resolution skills. You can innovate solutions to keep the project - and the business - moving forward. You can contribute and adhere to project plans, generate reports, and manage teams to ensure tasks are met on time, on budget, and to specification. You can plan and deliver multiple complex projects with competing priorities, on time and on budget.

  • The interpersonal skills. You have professional report writing, verbal, and presentation skills. You can coordinate and guide the work of internal and external teams, building productive relationships across the organization, and eliciting cooperation both onsite and virtually. You have a genuine interest in understanding others, hearing their perspectives, and addressing their concerns.
