iGaming Ontario leads the Province of Ontario’s dynamic internet gaming (igaming) market that, in its third year generated $83 billion in total wagers, a 31% increase over the previous year. This resulted in $3.2 billion in total gaming revenue from over 80 gaming sites. Even more, Ontario’s igaming market sustained almost 15,000 full-time equivalent jobs across the province. To achieve these results, iGaming Ontario is guided by its vision to Lead the World’s Best Gaming Market.

iGaming Ontario is seeking a Risk Officer to support the establishment and ongoing operation of the organization's enterprise risk management (ERM) program. This role will help develop and embed an ISO 31000-aligned risk management framework, strengthen organizational resilience, support informed decision-making, and enhance risk oversight across iGaming Ontario's strategic, operational, financial, regulatory, and reputational risk landscape.

In this role, you will:

  • Support the implementation, operation, and continuous improvement of an ISO 31000-aligned enterprise risk management framework, including supporting policies, methodologies, governance processes, and tools.
  • Identify, assess, and monitor strategic, operational, financial, compliance, reputational, and emerging risks across the organization.
  • Develop, maintain, and enhance the enterprise risk register, risk heat maps, and related risk documentation to provide a consolidated enterprise view of risk.
  • Facilitate enterprise-wide risk identification and assessment activities, including executive, management, and staff workshops, to support a consistent approach to risk management and risk ownership.
  • Develop, monitor, and report on Key Risk Indicators (KRIs), risk trends, and escalation thresholds to support proactive risk oversight and decision-making.
  • Collaborate with business areas to develop, implement, and monitor risk treatment plans and strengthen internal controls.
  • Conduct environmental scans and evaluate emerging risks, industry developments, regulatory changes, and external trends affecting the organization and Ontario's regulated gaming market.
  • Support the integration of risk management into strategic planning, performance management, governance processes, project oversight, and key organizational initiatives.
  • Prepare risk reports, dashboards, presentations, and briefing materials for Executive Leadership, the Board, and the FARM Committee.
  • Provide risk advisory services for corporate initiatives, projects, business changes, procurement activities, and strategic priorities to support informed risk-taking and decision-making.
  • Support compliance with applicable legislation, directives, policies, standards, and accountability requirements.
  • Lead and support business continuity and organizational resilience initiatives, including business impact analysis, continuity planning, recovery planning, testing, and continuous improvement activities.
  • Assess risks associated with technology, cybersecurity, third-party vendors, gaming operators, and other critical dependencies.
  • Monitor and report on the implementation of risk mitigation actions and management commitments.
  • Support internal and external audits, reviews, and assurance activities.
  • Promote a strong risk-aware culture through education, guidance, stakeholder engagement, and change management activities.

The ideal candidate will have:

  • A university degree in Finance, Accounting, Business Administration, Economics, Risk Management, Public Administration, or a related field, coupled with a minimum of five (5) years of progressively responsible experience in enterprise risk management, internal audit, compliance, governance, or a related discipline; or an equivalent combination of education, training, and experience.
  • Canadian Risk Management (CRM) designation or other relevant professional certification (e.g., CRMP, CRISC, CIA, CPA) is considered an asset.
  • Demonstrated experience developing and maintaining enterprise risk management frameworks, risk registers, risk assessments, and risk reporting processes.
  • Knowledge of ISO 31000 risk management principles, methodologies, and best practices, and experience supporting the implementation of enterprise risk management programs.
  • Experience developing and maintaining enterprise risk registers, risk heat maps, Key Risk Indicators (KRIs), and risk dashboards
  • Sound knowledge of enterprise risk management principles, methodologies, industry best practices, and emerging trends.
  • Experience facilitating risk workshops, stakeholder consultations, and enterprise risk assessments with diverse business and functional teams
  • Experience identifying and assessing strategic, operational, financial, regulatory, and reputational risks, and recommending practical mitigation strategies.
  • Strong analytical, critical thinking, and problem-solving skills, with the ability to evaluate complex issues and provide well-reasoned recommendations.
  • Experience preparing and presenting reports, briefing materials, and risk-related information for senior leadership, executive teams, Boards, and governance committees.
  • Demonstrated ability to build collaborative relationships, influence stakeholders, and effectively engage with leaders across the organization.
  • Strong communication and facilitation skills, with the ability to lead discussions, workshops, and consultations on risk-related matters.
  • Ability to balance strategic thinking with operational execution and manage multiple priorities in a dynamic environment.
  • Knowledge of governance structures, internal control frameworks, accountability mechanisms, and organizational risk management practices.
  • Understanding of government decision-making processes and the legislative, regulatory, policy, and accountability framework applicable to public sector and broader public sector organizations, including experience supporting risk and governance requirements in regulated environments.
  • Familiarity with the gaming industry, including casino gaming, sports wagering, gaming operators, regulatory oversight, and associated technology and third-party risk considerations, is considered an asset.

This is a unique opportunity to help establish and mature iGaming Ontario's enterprise risk management program during a critical period of organizational growth and continued market expansion

iGaming Ontario has implemented a four-day per week in-office schedule for this position and will implement a full return to office in September 2026.

This position falls within the scope of a bargaining unit represented by the Ontario Public Service Employees Union (OPSEU). Accordingly, the terms and conditions of this position are governed by the applicable collective agreement between iGaming Ontario and OPSEU.
