As a Business Development Lead within the Strategy, Programs and Partnerships team, you will play a pivotal role in shaping the future of the public sector procurement in Ontario. In this high-impact role, you will identify and pursue opportunities that expand Supply Ontario's reach, build strategic partnerships, and increase the adoption of our solutions across the Ontario public sector.

Using your expertise in business development, stakeholder engagement and relationship management, you will promote Supply Ontario's Vendor of Record (VOR) Program, cultivate relationships, identify emerging client needs, and uncover opportunities for new enterprise procurement solutions. You will advance opportunities from initial engagement to implementation, collaborating with internal teams and external partners to expand adoption of the VOR Program, identify and deliver innovative solutions for clients and drive Supply Ontario's growth, client engagement, and business development objectives.

In this role, your key responsibilities will include:

  • Leading the identification, assessment and advancement of strategic business development opportunities that support Supply Ontario's growth, expand adoption of the VOR Program and strengthen service offerings across Ontario's public sector. .
  • Proactively identifying, assessing and prioritizing opportunities to expand Supply Ontario's reach by engaging existing and prospective clients, promoting the VOR Program, and identifying unmet business needs that can be addressed through new or enhanced VORs and strategic sourcing activities.
  • Building and maintaining strong relationships with clients, ministries, agencies, and broader public sector organizations to understand evolving business priorities, identify opportunities for collaboration, and position Supply Ontario as a trusted strategic partner.
  • Providing strategic advice and recommendations to senior leadership on growth opportunities, client needs, partnership development, and emerging public sector procurement trends.
  • Promoting the Vendor of Record (VOR) Program and Supply Ontario's suite of service offerings through targeted client engagement, presentations, outreach initiatives, and strategic relationship management.
  • Managing a portfolio of strategic growth opportunities and leading the business development lifecycle from initial engagement and assessment through to implementation.
  • Developing business cases, financial assessments, strategic recommendations and partnership proposals to support executive decision-making.
  • Driving the adoption and expansion of Supply Ontario's Vendor of Record (VOR) Program by developing and executing business development strategies, identifying new opportunities, building strategic client relationships, and advancing procurement solutions that increase client participation, deliver measurable value, and support organizational growth.
  • Preparing and presenting reports, briefing notes, presentations, issues analyses and recommendations for executive and stakeholder audiences.
  • Representing Supply Ontario in stakeholder engagements, working groups, and cross-government initiatives, promoting Supply Ontario's services, capabilities and strategic priorities.

The successful candidate will demonstrate the following:

  • 6-8 years of progressive experience in business development, strategic partnerships, stakeholder management, management consulting, public sector transformation or a related field.
  • Proven experience leading complex business development initiatives involving multiple stakeholders and competing priorities.
  • Demonstrated success developing and managing strategic partnerships, business opportunities, service expansion initiatives and client engagement activities.
  • Demonstrated success identifying and advancing new business opportunities, promoting service adoption and driving growth within a complex stakeholder environment.
  • Exceptional relationship-building, facilitation, negotiation and stakeholder engagement skills.
  • Strong political acuity and the ability to effectively navigate diverse stakeholder interests and perspectives.
  • The confidence and credibility to represent the organization with senior executives and external stakeholders.
  • Strong analytical and critical thinking skills, with the ability to assess opportunities, risks, organizational capabilities and client requirements.
  • A client-focused mindset, with the ability to understand stakeholder needs and translate them into practical, value-driven solutions.
  • Excellent written, verbal and presentation skills, including experience preparing business cases, proposals, reports, briefing materials and executive presentations.
  • Demonstrated problem solving skills with the ability to evaluate options and develop practical recommendations aligned with organizational goals.
  • Strong organizational, project coordination, and time-management skills with the ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Self-motivated with the ability to work both independently and collaboratively
  • Bachelor's degree or equivalent combination of education and experience.
  • Professional certifications in Business Analysis, Strategic Planning, Change Management, Project Management, or related disciplines are considered an asset.
  • French language proficiency an asset.

Supply Ontario offers a competitive compensation package including benefits and defined benefit pension plan.

The selected candidate will be required to reside and work in Ontario and be legally eligible to work in Canada.
