Position Title: Project Manager - Renewable Energy

Employment Status: 12 – 18 Months Fixed-Term Contract

Position Status: This is a Non-Bargaining Unit position.

Hours of Work/Schedule: Monday to Friday, 35 Hours per week

Annualized salary range: $80,000.00 - $95,000.00 commensurate on skills and experience, plus participation in HOOPP.

Position Reports To: Chief Financial Officer

Location: Oshawa South with flexibility to work or transition to other DCHC locations as needed and as required by the Agency

This approach helps community members access both preventive care and care when they are ill.

Position Overview

The Project Manager - Renewable Energy is responsible for leading the planning, evaluation, implementation, and successful delivery of the organization's solar photovoltaic (PV) installation project.

The initial phase of the role focuses on preparing a comprehensive feasibility study and business case for presentation to the Board of Directors. The feasibility report will evaluate the financial, technical, operational, environmental, regulatory, and strategic implications of installing a solar PV system.

Upon Board approval, the Project Manager will assume overall responsibility for project execution, including procurement, vendor management, permitting, construction oversight, commissioning, stakeholder communications, budget control, risk management, and transition to operational status.

The Project Manager will ensure the project is delivered safely, on schedule, within budget, and in compliance with all regulatory and organizational requirements while supporting the organization's sustainability and operational efficiency objectives.

Key Responsibilities

Phase 1: Feasibility Assessment & Board Approval

Business Case Development

  • Lead the development of a comprehensive solar energy feasibility assessment.
  • Analyze current electricity consumption patterns and future energy requirements.
  • Evaluate technical feasibility of rooftop, carport, and ground-mounted solar options.
  • Assess opportunities for battery storage, EV charging integration, and future expansion.
  • Identify applicable grants, incentives, rebates, and financing opportunities.

Financial Analysis

  • Develop detailed financial models including:
    • Capital costs
    • Lifecycle costs
    • Operating and maintenance costs
    • Cash flow projections
    • Payback period
    • Net Present Value (NPV)
    • Internal Rate of Return (IRR)
    • Sensitivity analysis

Risk Assessment

  • Identify project risks including:
    • Regulatory approvals
    • Structural integrity requirements
    • Vendor performance
    • Technology risks
    • Construction impacts
    • Cost escalation
    • Operational disruption

Board Reporting

  • Prepare Board briefing notes, presentations, and recommendations.
  • Present project findings to the Senior Leadership Team, Audit & Finance Committee, and Board of Directors.
  • Facilitate responses to Board questions and information requests.
  • Develop implementation options and recommendation reports.

Phase 2: Project Execution (Subject to Board Approval)

Project Planning

  • Develop a detailed project charter, implementation plan, and governance framework.
  • Establish project scope, milestones, timelines, and deliverables.
  • Create comprehensive project schedules and reporting mechanisms.

Procurement & Contract Management

  • Lead procurement activities in accordance with organizational policies.
  • Coordinate RFP development, evaluation, vendor interviews, and contract negotiations.
  • Ensure value-for-money procurement principles are maintained.
  • Manage contractor and consultant performance.

Regulatory Compliance

  • Coordinate all required approvals and permits.
  • Liaise with:
    • Municipal authorities
    • Electrical Safety Authority (ESA)
    • Utility providers
    • Engineering consultants
    • Other regulatory agencies

Construction Management

  • Oversee installation activities and ensure compliance with approved designs.
  • Monitor construction schedule, quality standards, and safety requirements.
  • Coordinate site access and operational continuity requirements.
  • Manage change orders and construction issues.

Financial Oversight

  • Monitor project expenditures against approved budgets.
  • Prepare regular budget forecasts and variance analyses.
  • Review and approve contractor invoices and progress claims.
  • Report financial status to executive leadership and project governance committees.

Risk & Issue Management

  • Maintain project risk registers and mitigation plans.
  • Escalate significant issues appropriately.
  • Ensure project contingencies are monitored and managed effectively.

Stakeholder Engagement

  • Develop and implement a stakeholder communication plan.
  • Coordinate communications with executives, staff, vendors, regulators, and community stakeholders.
  • Prepare project updates for leadership and the Board.

Phase 3: Commissioning and Go-Live

  • Lead commissioning and system acceptance activities.
  • Coordinate performance testing and verification.
  • Ensure all warranties, manuals, permits, and documentation are received.
  • Establish monitoring and reporting systems.
  • Transition the completed project to Facilities and Operations.
  • Conduct post-implementation review and lessons-learned assessment.
  • Prepare final Board report summarizing outcomes, benefits realization, and project closeout.

Key Qualifications

Education

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, Finance, or a related discipline.
  • Master's degree is considered an asset.

Professional Certifications

  • Project Management Professional (PMP) designation preferred.
  • Engineering designation (P.Eng.) considered an asset.
  • LEED, Solar Energy, Sustainability, or Renewable Energy certifications considered assets.

Experience

  • Minimum 7 years of progressively responsible project management experience.
  • Demonstrated experience managing capital construction or infrastructure projects.
  • Experience leading projects through feasibility, business case development, procurement, implementation, and commissioning.
  • Experience preparing reports and presentations for executive leadership and Boards of Directors.
  • Experience managing multi-disciplinary consultants, contractors, and vendors.
  • Experience with renewable energy, sustainability, energy management, or solar projects is preferred.
