We are hiring a highly experienced Solutions Designer – Intermediate to provide technical leadership and solution delivery expertise for complex enterprise technology initiatives at Metrolinx.

The successful candidate will lead the design, validation, implementation, and delivery of technology solutions aligned with business objectives, enterprise architecture standards, and long-term IT roadmaps. This role requires extensive experience with cloud migration, application modernization, solution architecture, infrastructure engineering, vendor management, and leading complex technology delivery initiatives.

The ideal candidate will have strong experience managing large-scale initiatives, migrating on-premises applications to cloud platforms, collaborating with enterprise architecture teams, leading technical delivery teams, and ensuring successful production releases within complex public-sector environments.

Key Responsibilities

• Technical Solution Leadership & Delivery Management

• Manage and provide technical direction to delivery teams implementing technology solutions that address Metrolinx business needs.

• Lead technical execution, solution validation, governance activities, and incremental product releases.

• Validate Service Provider deliverables and ensure technology outcomes align with business stakeholder expectations.

• Collaborate with Enterprise Architecture teams to ensure application solutions align with enterprise technology roadmaps.

• Provide technical leadership throughout the complete solution lifecycle, from design through production implementation.

• Support the development of annual IT operating plans, delivery objectives, and technology improvement initiatives.

• Solution Design & Application Roadmap Management

• Translate enterprise architecture decisions into application-level solutions that address business requirements.

• Review and validate solution designs, technical specifications, configuration artifacts, development outputs, and quality assurance results.

• Support complex technology initiatives by:

• Tracking development progress

• Resolving technical challenges

• Managing scope changes

• Ensuring business expectations are achieved

• Convert 12–18 month technology roadmaps into actionable delivery plans, including shorter delivery increments and sprint-based execution.

• Identify and manage application and infrastructure integration points across enterprise solutions.

• Ensure delivered solutions meet technical standards, operational requirements, and business objectives.

• Solution Release & Issue Management

• Support production releases by reviewing delivery schedules and monitoring solution maturity throughout implementation.

• Provide oversight during key delivery checkpoints to confirm alignment with approved technical designs.

• Participate in governance activities and ensure required technical artifacts are completed.

• Validate:

• Solution design documentation

• Configuration and development artifacts

• Quality control results

• Support issue resolution, troubleshooting activities, and root cause analysis.

• Provide technical guidance during production releases and application support activities.

• Cloud, Infrastructure & Technology Engineering

• Design and support enterprise-scale technology solutions including:

• SaaS platforms

• Public and private cloud environments

• Hybrid cloud solutions

• Virtualization

• Network, storage, and compute solutions

• Support cloud migration initiatives, including migration of on-premises applications to cloud platforms.

• Enable application monitoring, automation, orchestration, and operational management capabilities.

• Collaborate with technical teams to perform:

• Capacity planning

• Performance management

• Availability management

• System health monitoring

• Stakeholder & Vendor Relationship Management

• Act as a technical liaison between business stakeholders, IT teams, Enterprise Architecture, and external Service Providers.

• Lead discussions with vendors, technical partners, and internal stakeholders.

• Review complex vendor statements of work, proposals, and technical deliverables.

• Support vendor performance reviews and service delivery improvement initiatives.

• Provide guidance to Service Provider teams to ensure successful delivery.

• Establish effective knowledge-sharing processes and maintain solution documentation repositories.

• Risk Management & Operational Excellence

• Identify, assess, communicate, and manage technical delivery risks.

• Develop mitigation strategies to reduce project, operational, and customer impact.

• Ensure alignment with IT governance frameworks, standards, policies, and methodologies.

• Recommend emerging technologies and innovative approaches to improve business performance.

• Support continuous improvement initiatives across IT delivery practices.

• Provide recommendations for improving service delivery effectiveness and reducing operational risks.

• Financial & Resource Management

• Support technology budgeting and resource planning activities.

• Provide input into annual operating and capital budgets.

• Track initiative progress, scope, schedule, and cost impacts.

• Identify opportunities for process improvements and cost optimization.

• Ensure technology investments align with roadmap priorities and business outcomes.

• Team Leadership & Technical Mentoring

• Lead virtual teams consisting of vendor project managers, technical specialists, project delivery resources, and production support teams.

• Provide technical leadership, mentoring, and direction to IT professionals.

• Ensure teams have appropriate skills, resources, and support to successfully deliver initiatives.

• Promote a high-performance culture focused on collaboration, accountability, and continuous improvement.

• Build strong relationships with strategic Service Providers and technology partners.
