Job description

About our Client: Build Canada Homes (BCH) is Canada’s federal housing agency with the mandate to scale up the supply of affordable housing across the country. By leveraging public lands, deploying flexible financial tools, and acting as a catalyst for modern methods of construction, BCH is helping drive a more productive and innovative homebuilding sector. Working in partnership with non-profits, Indigenous organizations, private developers, and all orders of government, BCH is accelerating the delivery of housing Canadians need—faster, smarter, and more affordable.

Following Royal Assent of the Build Canada Homes Act in June 2026, BCH is in a formative stage of transition toward a Crown Corporation. This creates a meaningful opportunity to help establish the governance, accountability, the legal, risk, and corporate foundations of a national mission-driven organization with significant scale, visibility, complexity, and public trust responsibilities.

This role is offers a hybrid model with 2-3 days in office/week.

Position Scope:

The Vice President, Human Resources leads the strategic direction, governance, and delivery of Human Resources across Build Canada Homes and its subsidiaries (collectively, the “Corporation” or “BCH”). As a newly created executive leadership role within a newly established Crown corporation, this position presents a unique opportunity to build and shape the people function during a period of significant organizational growth and transformation.

Reporting to the Executive Vice President, Corporate Services and CFO and working closely with the executive leadership team, the VP, Human Resources will establish the people strategy, programs, operating model, and organizational frameworks required to attract, develop, and engage a high-performing workforce capable of delivering on BCH's ambitious national housing mandate. As BCH continues to evolve and integrate multiple employee groups into a unified organization, this leader will play a critical role in defining the employee experience, culture, workforce strategy, and organizational design needed to support both immediate operational priorities and long-term growth.

Working across BCH and with leaders, employees, and external partners, the VP, Human Resources will serve as a trusted advisor and enterprise leader, helping to create a modern, agile, and inclusive organization. The role will lead the development of foundational HR programs, systems, and policies while driving organizational effectiveness, change management, culture integration, talent strategy, and workforce planning. This individual will have the opportunity to influence key decisions regarding organizational structure, compensation and total rewards frameworks, employee engagement, workforce governance, and future HR team design.

The VP, Human Resources provides leadership across workforce planning, organizational design, talent management, labour and employee relations, total rewards, HR operations, and people analytics. The role will also oversee workforce governance, policy development, and compliance practicesappropriate for a Crown corporation environment, ensuring Human Resources serves as a strategic partner and enterprise enabler as BCH continues to build and scale. Responsibilities:

HUMAN RESOURCES STRATEGY AND ORGANIZATIONAL EFFECTIVENESS

  • Establishes Human Resources priorities, programs, and plans that enhance workforce capability, organizational effectiveness, and employee performance.
  • Leads enterprise workforce planning, organizational design, succession planning, leadership development and organizational change initiatives.
  • Provides strategic advice and guidance to senior leaders regarding workforce trends, talent risks, organizational change, and people-related priorities.
  • Champions a high-performance culture that promotes accountability, inclusion, continuous improvement, fiscal sustainability, psychological health and safety, and employee engagement.
  • Oversees the identification, assessment, and mitigation of workforce-related risks and ensures alignment with BCH policies, governance requirements, and shareholder expectations.

TOTAL REWARDS, LABOUR RELATIONS, AND HR OPERATIONS

  • Provides strategic oversight of compensation, benefits, wellness, recognition, and HR operations.
  • Leads labour and employee relations programs, including collective agreement administration, policy interpretation, if required, investigations, and workplace conflict resolution.
  • Ensures Human Resources programs, policies, and practices comply with legislative, regulatory, and corporate requirements.
  • Establishes service delivery frameworks and performance standards that support efficient and consistent Human Resources operations.
  • Monitors workforce risks and emerging issues and implements appropriate mitigation strategies.

TALENT MANAGEMENT AND WORKFORCE DEVELOPMENT

  • Oversees enterprise talent acquisition, onboarding, performance management, leadership development, career development, and succession management programs.
  • Ensures BCH attracts, develops, and retains the workforce capabilities required to achieve current and future business objectives.
  • Leads the development of workforce capability frameworks, learning strategies, compliance training, and employee development programs in collaboration with the Strategy team.
  • Establishes talent management practices and workforce programs that strengthen organizational resilience and leadership capacity.
  • Monitors workforce trends and labour market conditions to support workforce sustainability and talent planning.

GOVERNANCE, PERFORMANCE AND LEADERSHIP

  • Provides leadership, direction, and oversight to Human Resources personnel, programs, and service delivery activities.
  • Leads the development and implementation of Human Resources systems, technology solutions, workforce reporting, and people analytics capabilities.
  • Establishes functional goals, priorities, and performance expectations and ensures alignment with BCH objectives, strategic plans, and enterprise priorities.
  • Supports the development of annual workforce plans, operating budgets, and multi-year strategic plans.
  • Establishes workforce metrics, dashboards, and reporting frameworks to support organizational planning and executive decision-making.
  • Ensures the integrity, confidentiality, and appropriate governance of workforce information and employee data.
  • Promotes continuous improvement, process modernization, and innovation.
  • Maintains Human Resources policies, procedures, and governance frameworks that support accountability, compliance, and organizational effectiveness.
  • Contributes to enterprise planning, performance management, and organizational reporting activities.
  • Establishes and manages Human Resources budgets and resource plans.

Qualifications and Experience:

  • Post-secondary degree in Human Resources, Business Administration, Industrial Relations, Organizational Development, or a related discipline.
  • Certified Human Resources Leader (CHRL), Certified Human Resources Executive (CHRE), Chartered Professional in Human Resources (CPHR), or equivalent designation is considered an asset.
  • Extensive experience of a minimum of 10 to 15 years in progressively senior Human Resources leadership roles.
  • Proven track record leading enterprise Human Resources functions within complex organizations.
  • Strong knowledge of workforce planning, labour relations, talent management, total rewards, organizational effectiveness, and human resources governance.
  • Demonstrated experience advising executive leaders on workforce strategy, organizational change, and human capital risk.
  • Knowledge of federal and provincial employment, labour, privacy, health and safety, accessibility, human rights, and pay equity legislation.
  • Experience managing budgets, resources, and organizational performance metrics.
  • Big-picture thinker with an understanding of matrix organizations and balance of operational and corporate-strategic priorities.

Compensation: This position is exempt from Ontario’s 2026 pay transparency requirements under Regulation 476/24.
