Director, HRM Program

Permanent Full-Time, Hybrid

The Director, HRM Program, is accountable for the evolution, delivery, and operational excellence of the Health Report Manager (HRM) platform. Skilled in technical leadership, product strategy, stakeholder engagement, and operational execution, this senior member of OntarioMD’s Technology division is responsible for the end-to-end HRM product strategy and lifecycle.

Reporting to the Executive Director, Products, Integrations and Service Management, the Director will oversee a multidisciplinary team and ensure HRM continues to meet the needs of clinicians, healthcare organizations, and system partners across Ontario.

Director, HRM Program is accountable for the following:

1. Leadership and direction to a multi-disciplinary team of IT service professionals

  • Plan and deliver on a human resources strategy; recruit talent, coach team members to deliver on HRM and Technology division priorities, and supplement with semi-autonomous AI capacity as appropriate.
  • Ensure HRM roadmap activities are prioritized, resourced and delivered appropriately with a collaborative inter-team culture.
  • Establish, enforce, and continuously improve efficient and effective processes for HRM product, project, and service management.

2. HRM strategic and product management

  • Define and execute the HRM product strategy and roadmap, balancing clinical, operational, and technical considerations to deliver an innovative, high-impact, user-centered product.
  • Represent HRM product strategy and roadmap to internal and external partners.
  • Drive robust project management to effectively deliver HRM upgrade initiatives and transformation projects.
  • Establish and maintain program governance, reporting, and risk management practices.

3. Application support and service management

  • Deliver efficient service operations (event, incident, and problem management) to ensure reliability and performance. Monitor and report on service management KPIs for continuous improvement.
  • Collaborative release & deployment management, ensuring controlled, compliant, and low-risk production releases in partnership with product and project management.
  • Manage tier 2/3 support and request fulfilment, providing effective escalation handling and a high-quality user support experience.
  • Ensure successful onboarding and service transition for new users and capabilities with an emphasis on structured access, enablement, and adoption processes.

4. Contribute as a member of OntarioMD’s senior leadership

  • Provide executive updates on HRM and Technology performance, risks, and opportunities.
  • Contribute to and deliver against OntarioMD’s HRM commitments to funders and stakeholders, including funding agreement planning and reporting.
  • Serve as a liaison with clinical stakeholders, healthcare organizations, vendors, and government partners, and represent OntarioMD priorities externally.
  • Build trusted relationships to ensure OntarioMD and HRM meet evolving system needs.

Requirements that are important to us

  • Post-secondary education in Information Technology, Business Administration, Health Administration, Healthcare Informatics and/or Information Technology or equivalent experience.
  • Minimum of ten (10) years’ progressive experience in healthcare and/or information technology (ideally digital health).
  • Minimum of five (5) years’ progressive experience leading product management and/or software delivery lifecycle (SDLC) teams.
  • Minimum of five (5) years’ experience managing resources in complex, multi-stakeholder environments.
  • PMP, CISSP, HCISSP, ITIL, and/or CPHIMS-CA accreditations are an asset.
  • Experience and/or familiarity with community-based healthcare IT solutions (e.g., EMRs or related systems).
  • Experience with AI, automation, digital workforce, or intelligent process transformation programs, including governance frameworks and Responsible AI requirements.
  • Experience managing collaborator expectations and maintaining positive business relationships. Ability to gather and incorporate stakeholder feedback into project planning and execution.
  • Experience developing enterprise scale technology roadmaps and investment plans.
  • Experience managing complex healthcare technology projects.
  • In-depth understanding of contracts and contract lifecycles.
  • Financial acumen; ability to understand, track, and report on financial matters.
  • Ability to interpret complex data and translate it into actionable insights with emphasis on precision and reliability.
  • Experience with healthcare interoperability standards (e.g., HL7, FHIR).
  • Strong written and verbal communication skills, including the ability to communicate technical topics to non-technical audiences through documents, presentations, reports, etc.
  • In-depth working knowledge of a variety of office automation tools including Microsoft Office suite (e.g., Word, Outlook, Excel, Power Point, Visio, and Project).

Base salary range of $125,123 - $140,000 annually; final compensation offered will be determined based on experience, skill set, education, training, and internal equity.
