Ontario is making once-in-a-generation investments in energy infrastructure. The choices made today will shape how energy is produced, delivered, and regulated for decades to come.

The Ontario Energy Board is seeking Commissioners to help guide this transformation. Few roles offer the chance to influence outcomes that affect millions of consumers, businesses, and communities across the province.

THE OPPORTUNITY

Ontario needs major new energy investments to support growth and maintain a reliable energy system. The Ontario Energy Board (OEB) plays a vital role in ensuring these investments are made responsibly, deliver value for the province’s electricity and natural gas customers, and provide reliable energy at a fair price.

Commissioners are at the centre of this work. Utilities must obtain OEB approval for major infrastructure projects and for the rates they charge customers through the OEB’s adjudicative processes.

Commissioners review and decide applications for major infrastructure projects and utility rates through independent, evidence-based adjudicative processes. Whether conducting oral, written, or electronic hearings, they apply analytical rigour, sound judgment, and impartiality to complex issues with significant public impact. Their decisions balance affordability, reliability, economic growth, and the broader public interest.

We are seeking accomplished leaders with experience in adjudication, law, finance, economics, engineering, accounting, public policy, governance, regulation, or other senior decision-making roles. The successful candidates will bring intellectual curiosity, sound judgment, strong analytical ability, and the capacity to quickly master complex issues.

HOW YOU WILL MAKE AN IMPACT

• Render timely, clear, high-quality adjudicative decisions in accordance with statutory requirements, administrative law, and principles of natural justice.
• Hear and decide substantive and procedural matters in written, oral and electronic proceedings.
• Analyze complex evidence and stakeholder submissions with independence, objectivity, and clear reasoning.
• Collaborate effectively on panels and, where assigned, preside over hearings.
• Support innovation, efficiency and continuous improvement in adjudicative and regulatory processes.
• Uphold expectations of independence, impartiality, accountability, transparency, fairness, and public confidence.

WHAT YOU BRING TO THE ROLE

Successful Commissioners are intellectually curious, impartial, and independent thinkers who thrive in environments requiring the careful evaluation of complex evidence and competing perspectives. They exercise sound judgment and arrive at fair, well-reasoned decisions in the public interest. A deep commitment to integrity, public service, and evidence-based decision-making is essential. Strong candidates will bring a combination of the following skills and experiences:

• Law, adjudication, administrative tribunals or quasi-judicial decision-making.
• Accounting, economics, finance, engineering, public policy, regulation, or other forms of complex evidence-based analysis.
• Senior leadership experience in public, private, regulatory, infrastructure, professional services or public-interest environments.
• Demonstrated ability to interpret and apply legislation, regulations, rules, policy frameworks, financial evidence, technical submissions or competing stakeholder interests fairly and consistently.
• Strong decision-writing capability, with clear analysis, objective reasoning, and practical judgement.
• Financial literacy and comfort with economic, accounting, infrastructure, rate-setting or business evidence.
• Exceptional communication, preparation, and workload management skills, as well as an ability to work effectively in a multi-disciplinary environment.
• The ability to reason transparently and make timely decisions under pressure.

LOCATION, REMUNERATION AND TERM

• The OEB is located in Toronto, Ontario. To be compliant with tax, employment standards and cyber-security protocols, the principal residence and place of work of a candidate must be in Ontario. Hearings may be virtual, hybrid or in person and usually take place in Toronto.
• Full-time remuneration is $215,000 per annum, plus benefits and approved expenses aligned with the OEB’s Travel, Meal and Hospitality Expense Directive.
• Appointments will be made by the OEB Board of Directors in accordance with the Ontario Energy Board Act, 1998.

CONFLICTS OF INTEREST

The Ontario Energy Board Act, 1998 contains restrictions on appointments where an individual has a material interest in regulated entities or certain related organizations. “Material interest” is assessed as a question of fact and has been quantified by the OEB as a financial interest of $10,000 or more, subject to the exclusions and interpretive guidance set out by the OEB.
