And that’s where you come in.Job Description:The Project Procurement Manager, Bid and Projects,(PPM) provides efficient and cost-effective purchasing support to Bids contributing to the profitability/competitiveness of the Procurement work packages. The PPM role is fully integrated within a Bid and is responsible for consolidating equipment and subcontracting cost using the internal processes and tools.PPM works upstream with the Bid Manager, Bid technical team and Procurement to develop the Supply Chain strategy for the Bid.Key AccountabilitiesResponsible for timely and cost-effective provision of supplies and services for the Bid according to the tender requirements, project schedule, sales forecast, and projected costingManage and coordinate the interfaces among Bid Management, Engineering and Procurement in accordance with company procedures.Work with the Procurement team to develop the Supply Strategy and ensure the strategy is in line with tender requirements and communicated within Bids and technical teamDevelop the Supply Chain Plan to identify how the strategy to be implemented during Project phase, following Hitachi Rail Management ProcessesParticipate in formulating and implementing the Make/Team/Buy strategy to the BidFocus supply chain costs optimization early in the life cycle ensuring savings are achieved against budget Analyze costs of equipment and systems to identify focus areas or opportunities for reductionCoordinate with procurement the development of Purchasing Savings Opportunities plan (competitiveness plan)Identify Supply Chain Risks and develop mitigation plans.Collaborate with and influence Technical team for the Design choices, including methodology for achieving the design releaseschedule and savings.Risk management pertaining to Goods & Services including assessment, mitigation documenting convergence ofrisks to a satisfactory level following Hitachi Rail processResponsible to define, deploy, maintain and provide technical support for any tools related to Bid equipment and services estimatesProject execution through implementation of the Acquisition Project Plan: ensures convergence of risks, cost and lead times within the specified quality parameters and engage corrective action for any deviations to plan with minimal supervision on assigned projectsDevelopment of the Acquisition Plan to identify how the procurement strategy would be implemented across the Project, based on a reviewed and agreed company Subcontract Management Process that is appropriate for the Project.Coordination of Sourcing/Contracting activities in support of the Project work package requirementsReview package progress and performance formally with Hitachi Rail Family purchasing team and ensure issues are tracked, managed and escalated as requiredDevelop and implement Purchasing Savings Opportunities plan (competitiveness plan)Conduct and contribute to the Post Mortem Analysis (lessons learned) for the Acquisition work packages in the ProjectReport on a regular and periodic basis achievements , issues and goalsKey RequirementsB.Sc. or B.Eng. in Engineering or equivalent relevant degree10 + years’ experience in a project-based organization, Project Management experience and 5 years experience in cost estimatingExcellent communication and presentations skillsDemonstrates superior interpersonal written and oral skills in daily relations, negotiations, and reportingMaintains complete and effective lines of communication with Bids and senior managementexcellent computes skills , excel programming, power point , SAPPreferred QualificationsAbility to interface well and influence effectively at all levels including internally and externally with customers, partners andsuppliersA strategic thinker who has the ability to work innovatively with sometimes-unclear briefs; a persistent and tenacious high achiever, with the ability to quickly learn new skills and concepts with the desire to become a future specialist, manager or leader.Self starter, able to work with little supervisionTotal Compensation Range (Base Salary + Annual Incentive plan) :$116,974 -$150,205The Company provides an extensive benefits program for all full-time employees working 24 or more hours per week and their eligible dependents, including the following:Health, Dental and Vision plans - 100% of premiums are company-paidRetirement Savings Plan with a company contribution and a match, and without vesting periodCompany paid holidays - 3 weeks of vacation, Holiday closure, personal emergency leave days and sick daysMaternity/Parental/Adoption top up payAnnual Incentive planCompany provided Life Insurance, STD and Employee Assistance PlanThis posting relates to an existing vacancy.Our hiring process uses both human and technology‑assisted (AI) tools to support candidate screening and assessment.
