Main Purpose and Function

The Electrical Superintendent is responsible for managing electrical services in City of Vancouver facilities including routine maintenance, repairs, alterations and new installations. The successful candidate will be named on the Electrical Operating permit and will be required to fulfil the duties of a Field Safety Representative (FSR).

This position is also responsible for managing the functions of the Electrical Shop, ensuring work is completed in an efficient and cost effective manner, managing staff, coordinating activities with other work units, building relationships with customers and clients, providing reports and paperwork and working on projects.

Specific Duties and Responsibilities

  • Enhance operational efficiencies and the management, coordination, operation and maintenance of electrical services within City of Vancouver facilities including but not limited to electrical supply and distribution, interior and exterior lighting, timers, motors, controls and other electrical equipment.
  • Act as the City of Vancouver’s Field Safety Representative (mandatory role for the City to conduct electrical work), and holds the COV operating permit with the British Columbia Safety Authority (BCSA).
  • Ensure all regulatory obligations and safety procedures are in place and are followed, escalate safety issues, investigate accidents and near misses, and represent the employer as required in OH&S committees.
  • Ensure that regulated work complies with all requirements under the Safety Standard Green Regulation, Electrical Safety Regulation, BCSA, CoV Electrical By-law and Canadian Electrical Code.
  • Establish and maintain effective communication and coordination with other divisions and departments in the City of Vancouver, with consultants, and contractors and with different levels of government, outside agencies, not-for-profit organizations, associations and the general public.
  • Monitors operating and capital budgets, and provides input and recommendations into the budget process.
  • Works closely with contractors and other divisions to ensure timely completion of projects in City of Vancouver facilities.
  • Set priorities for maintenance of and coordinates the use of equipment with supervisors and superintendents in other divisions.
  • Plan, schedule, prioritize and manage the work of the Electrical Shop in the maintenance of electrical services and systems in major facilities, buildings, structures, marinas, concessions, golf courses, sewage lift stations, overhead and underground electrical distribution systems, field lighting and security lighting.
  • Provide leadership to staff, including: hiring and termination, discipline, performance and attendance management, coaching, training and professional/performance development.
  • Resolve disputes and administer appropriate collective agreements, hear grievance meetings at step 1 of the grievance process in consultation with superiors.
  • Maintain operational and office records, maintenance work orders and requests.
  • Prepare and submit progress and other reports.
  • Other duties/responsibilities as assigned.

Qualifications

Education and Experience:

  • Graduation from a university, institute of technology or college in a technical field related to this position, or completion of an apprenticeship and Trade Qualification recognized in BC with preference for an Inter-provincial Seal, a Field Safety Representative Class A Certificate of Qualification preferred, supplemented by courses in supervision, project management and management training or an equivalent combination of training and experience.
  • ASTT Certification for Inspecting and Testing Fire Alarm and Emergency Lighting Systems is preferred.
  • Considerable experience as a journeyperson electrician.
  • Completed Arc Flash training course.
  • Completed Electrical Lockout training course.
  • Minimum of 3-5 years of supervisory experience, preferably within the public sector and in a union environment.
  • Experience in budget management.
  • Demonstrated experience in all aspects of HR management, applying policies and administering collective agreements.
  • Demonstrated experience and ability to manage and review multiple projects.
  • Demonstrated experience in project management.

Knowledge, Skills and Abilities:

  • Extensive knowledge and understanding of operations, maintenance and effective customer service.
  • Good knowledge and experience relating to federal and provincial legislation, acts and regulations related to the work.
  • Demonstrated sound knowledge of technical practices in the design and operation of electrical installations.
  • A high level of personal and professional excellence, including the ability to set priorities and meet deadlines.
  • Strong communications skills with the ability to formulate and articulate ideas and opinions.
  • Excellent conflict resolution skills and to lead problem solving in an inclusive positive manner.
  • Ability to plan for, assign work and manage a diverse workgroup and/or contractors.
  • Ability to work constructively and consultatively with staff in the organization, various levels of government, private and public organizations and residents.
  • Ability to work under pressure and handle multiple tasks and changing priorities within assigned time frames.
  • Demonstrated ability to plan work programs and projects, suggest and implement changes and revisions to maintenance plans and programs.
  • Ability to prepare reports on operational matters.
  • Ability to manage organizational changes, anticipating future events and determine service delivery alternatives to ensure an efficient use of resources.
  • Demonstrated computer skills, proficient in Microsoft Office programs and working knowledge of SAP.
  • Sound judgment and ability to effectively and professionally represent the City of Vancouver.

A valid B.C. driver's license is required. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities. Transportation arrangements must meet the operational requirements of the department.

An Enhanced Police Record Check is a requirement of this position. A Clearance requires the absence of any criminal charges or convictions related to this position.
