Position summary:


The Senior Financial Analyst - Capital is responsible for the end-to-end preparation, financial reporting, analysis, and compliance across capital, treasury, redevelopment, and operations across Runnymede Healthcare Centre. The SFA supports the Post Traumatic Stress Injuries Centre of Excellence (PTSI) redevelopment project, manages capital assets, grants, debt/ investments portfolios, and cash flow forecasting, provides financial insights to leadership and the Board, and leads capital audit readiness.


Responsibilities include:



  • Lead project oversight by monitoring, analysing, and forecasting financial performance for major capital redevelopments, and substantial renovation projects (i.e. PTSI project). Track expenditures as required.

  • Support the financial administration, tracking, and reporting requirements for complex redevelopment projects, working closely with Infrastructure Ontario and Ministry frameworks.

  • Collaborate with stakeholders to build robust business cases, support long-range capital planning, and model financial impacts.

  • Lead the maintenance of capital accounting records, and prepare complex continuity schedules.

  • Prepare capital and treasury related entries, accruals, holdbacks, and month-end working papers. Oversee depreciation and amortization processing during year-round cycles.

  • Support robust cash flow forecasting/liquidity monitoring to ensure capital commitments align with treasury capacity.

  • Analyze and optimize organizational performance and funding optimization opportunities utilizing HIT and OHA Benchmark. Provide comparative context for operational and capital cost structures.

  • Coordinate/lead the preparation of Ministry/Ontario Health reporting submissions, including PCOP, Cost-Sharing Agreements, HIRF (Health Infrastructure Renewal Fund), and other external reporting templates.

  • Track, reconcile, and report on funding streams, including Ministry of Health capital grants, other restricted funds and externally funded initiatives.

  • Ensure compliance with the Ontario MIS Guidelines, Public Sector Accounting Standards (PSAS), Ministry directives, and internal hospital policies.

  • Translate complex financial data in clear high-impact presentations and reports for senior leadership, the Executive Team, the Building Committee, and the Board of Directors.

  • Lead the year-end audit working papers, complex note disclosures, and reconciliations related to capital assets, deferred contributions, and debt for the annual external audit.

  • Participate in financial systems optimization (e.g. maximizing reporting tool capabilities, financial module migration) and continuous process improvement initiatives to transform the finance function into a proactive strategic partner.


The successful candidate will have the following qualifications/experience:



  • University Degree in Accounting, Finance, Business Administration, or related field.

  • Chartered Professional Accountant (CPA) designation in good standing required.

  • 3-5 years of progressive financial analysis, capital accounting, and treasury experience within Ontario Hospital or public sector healthcare environment

  • Familiarity with OHA benchmarking datasets Healthcare Indicator Tool (HIT).

  • Experience with hospital redevelopment models (i.e. PCOP, Transition budget, Final estimate of cost budgets, local share plans).

  • Advanced financial modeling skills (i.e. multi-year cash flow forecasting and management of large capital budgets)

  • Analytical self-starter with financial systems expertise and sound judgment.
