About Us

The Ontario Cannabis Store provides safe, responsible access to recreational cannabis for adults 19 and older. We operate the sole legal online store for recreational cannabis in Ontario and are the provincial wholesaler of cannabis for private retail stores.

About The Role

We’re looking for a Director, Talent & Organizational Effectiveness who will lead the design and execution of an integrated talent strategy that builds leadership capability, fosters an inclusive and equitable culture, and enables organizational success in delivering on its mission and strategic plan. This role defines what great leadership looks like translating values into a clear leadership model, competencies, and inclusive leadership expectations and ensures these are embedded across hiring, development, performance, and succession practices. As a champion of employee engagement, culture, and inclusion, the Director leads the engagement strategy, including survey design, reporting, and enterprise insights. Leading the Learning & Development and Talent Acquisition functions, and accountable for budget and vendor strategy, this role combines strategic leadership with practical delivery and provides regular insights and recommendations to senior leadership and governance bodies.

About Your Day

  • Leading the evolution of leadership and learning at scale, designing and advancing high‑impact programs that build critical capabilities and support broader organizational growth and transformation.
  • Partnering with senior leaders to shape and evolve enterprise leadership strategy, strengthening succession plans and building a deep, future‑ready pipeline of leaders across OCS.
  • Using engagement and workforce insights to drive meaningful change, translating data into clear priorities and influencing decisions that strengthen culture, performance, and employee experience.
  • Driving workforce and capability planning forward, identifying gaps and helping the organization build the skills and readiness needed to succeed in a changing environment.
  • Embedding consistent, high‑impact talent practices into how performance, development, and career growth are enabled at all levels—raising the bar for leadership and overall organizational performance.
  • Leading a high‑performing team through change and growth, setting clear direction, aligning priorities, and delivering enterprise‑wide impact in a complex, evolving landscape.

About You

  • Bachelor’s degree or equivalent in one of the following: Human Resources, Organizational Development, Psychology/Industrial‑Organizational Psychology or Business Administration
  • Master’s in Organizational Development, Leadership, or Industrial or Organizational Psychology or MBA is preferred
  • 9+ years in HR, Talent Management, Organizational Development, or related
  • Proven experience designing leadership models, competency frameworks, and succession planning processes
  • 3+ years in a leadership role with responsibility for people, budget, and enterprise initiatives
  • Demonstrated ownership of employee engagement strategy, including surveys, reporting, and executive‑level presentations
  • Experience leading a Learning & Development function and managing external vendors
  • Strong ability to translate strategy into practical, scalable solutions
  • Exceptional stakeholder management, communication, and influencing skills

About The Job

  • Location: Toronto, ON near York Mills and Yonge Street
  • Hours of Work: 36.25 a week
  • Employment Type: Full‑Time, Permanent
  • Required Travel: Rare, usually within the GTA

Compensation

The target hiring range for this position is $145,000-$180,000. This is a pay grade 10A role, with a salary range of $126,739.26- $190,213.97. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
