Business Architect

Overview

The Business Architect will provide senior-level business architecture expertise to support enterprise transformation initiatives within the Ontario Public Service (OPS). The consultant will be responsible for analyzing business operations developing business architecture artifacts facilitating stakeholder engagement and ensuring alignment between business strategies information architecture solution architecture and enterprise architecture standards.

This role requires extensive experience in government and large enterprise environments with a strong understanding of business architecture methodologies enterprise architecture frameworks governance processes and business transformation practices.

Responsibilities

Business Architecture Development

• Analyze government programs services business functions and organizational capabilities.
  
• Consult with government stakeholders and subject matter experts to understand business needs and strategic objectives.
  
• Facilitate workshops focus groups and stakeholder sessions to gather business architecture requirements.
  
• Develop and maintain Business Architecture Documents (BAD) in accordance with OPS standards and industry best practices.
  
• Design current-state and future-state business architecture models.
  
• Create business capability maps business function models service models and value chain analyses.
  

Enterprise Architecture Alignment

• Ensure alignment between Business Architecture Documents (BAD) Solution Requirements Documents (SRD) and Information Architecture Documents (IAD).
  
• Support enterprise architecture governance processes and standards.
  
• Collaborate with enterprise architects solution architects information architects and business stakeholders.
  
• Contribute to architecture governance reviews including Architecture Governance Point 1 (AGP1).
  

Business Process and Service Modeling

• Develop business process models using BPMN standards.
  
• Model business services functions outcomes and performance measures.
  
• Define business capabilities accountability models and organizational relationships.
  
• Establish key performance indicators (KPIs) and measurement frameworks.
  

Data and Information Modeling

• Develop conceptual and logical data models.
  
• Create entity relationship diagrams (ERDs) and data flow diagrams.
  
• Support information architecture initiatives and data governance objectives.
  
• Ensure business architecture artifacts support information management and data strategy requirements.
  

Governance and Compliance

• Apply OPS Enterprise Architecture methodologies and GO-ITS standards.
  
• Support governance controls and architecture compliance activities.
  
• Ensure business architecture solutions align with privacy records management information management and accessibility requirements.
  
• Incorporate AODA standards and service design principles into architecture deliverables.
  

Stakeholder Engagement

• Engage executives senior management business leaders and technical teams.
  
• Present architecture recommendations and facilitate consensus-building activities.
  
• Support decision-making through effective communication and visual representation of business architecture concepts.
  
• Incorporate stakeholder feedback into architecture deliverables and governance submissions.
  

Mandatory Qualifications

Experience

• Minimum 10 years of overall IT experience.
  
• Minimum 5 years of Business Architecture experience on large and complex projects.
  
• Experience delivering business architecture initiatives for government organizations preferably within the Ontario Public Service (OPS) or other large public-sector or enterprise environments.
  
• Proven experience developing enterprise-level and program-level business architectures.
  

Business Architecture Expertise

• Value Chain Analysis.

Data Modeling

• Conceptual Data Modeling.

Technical and Architecture Tools

Experience with enterprise architecture and modeling tools such as:

Release Management & Operational Support Experience coordinating infrastructure and application releases across technical and business teams. Knowledge of change management processes deployment approvals rollback planning and release governance. Experience with release readiness reviews deployment validation and post-release monitoring. Ability to maintain release documentation operational records and audit artifacts. Project Management & Communication Strong project planning coordination and resource management skills. Experience with roadmap planning modernization initiatives and infrastructure investment planning. Strong stakeholder communication and cross-functional collaboration skills. Ability to explain complex technical concepts to business users leadership teams and non-technical stakeholders. Strong documentation reporting presentation and technical writing skills. Mobile Device Management Experience supporting mobile device management for cellular devices and tablets across multiple platforms and operating systems. Desirable Skills Experience supporting Government of Ontario enterprise environments. Experience with enterprise modernization and cloud transformation initiatives. Familiarity with enterprise governance compliance frameworks and audit readiness programs. Experience mentoring and coaching junior DevOps and infrastructure resources. Strong understanding of operational resilience disaster recovery and enterprise monitoring strategies. Additional Information Strong hands-on DevOps cloud infrastructure automation CI/CD security and enterprise release management experience is mandatory for this role.
