Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. The Capital Projects Group is seeking a Project Manager for its Lakeshore Project Delivery division. The successful candidate will lead the delivery of complex capital infrastructure projects and provide project leadership governance commercial oversight stakeholder management and strategic coordination throughout the project lifecycle. The role requires strong project management communication and relationship-building skills to effectively coordinate multidisciplinary teams consultants contractors and stakeholders while ensuring successful project delivery in accordance with approved scope budget schedule quality safety and risk objectives.What will I be doing

The Project Manager is responsible for leading the delivery of complex capital infrastructure projects through all phases of the project lifecycle from planning and procurement through design construction commissioning operational readiness asset handover and project close-out. The role provides leadership governance commercial oversight stakeholder management project controls and communications to ensure projects are delivered safely efficiently and in accordance with approved scope budget schedule quality and risk objectives. The Project Manager serves as the primary point of accountability for project delivery coordinating multidisciplinary teams consultants contractors and stakeholders while ensuring compliance with organizational policies governance requirements and contractual obligations.

  • Lead the delivery of complex capital projects through planning procurement design construction commissioning operational readiness asset handover and project close-out ensuring alignment with approved scope schedule budget quality safety and risk objectives.

  • Provide leadership guidance mentorship and day-to-day direction to Project Coordinators and other project team members assigning work reviewing deliverables supporting professional development and fostering a collaborative and high-performing project environment.

  • Lead day-to-day coordination with consultants contractors suppliers utility companies municipalities railways and other third-party stakeholders maintaining clear and proactive communication to track project progress identify and resolve issues manage interfaces and ensure project commitments and contractual obligations are achieved.

  • Develop implement and maintain project management plans including scope schedule cost risk quality stakeholder engagement procurement communications and delivery strategies.

  • Prepare and present high-quality briefing notes executive memoranda business cases reports presentations correspondence and other written communications for senior leadership governance committees and internal and external stakeholders.

  • Lead the preparation and coordination of governance submissions funding requests procurement documentation change requests approvals and decision-support materials required to advance project objectives and obtain required authorizations.

  • Coordinate and collaborate with internal and external stakeholders to facilitate project delivery manage project interfaces resolve issues build consensus and support achievement of project objectives.

  • Manage project budgets forecasts expenditures cash flows change management processes financial reporting and commercial matters including the review assessment negotiation and resolution of contractor and consultant claims early warning notices change requests schedule impacts and other contractual entitlement matters.

  • Monitor project performance against established objectives identifying and managing risks issues opportunities and corrective actions to achieve project commitments while ensuring compliance with contractual regulatory safety environmental and organizational requirements.

  • Lead and coordinate project commissioning assurance operational readiness asset handover and close-out activities including management of Metrolinx governance and assurance processes such as the System Review Panel (SRP) Operational Readiness Panel (ORP) Metrolinx Safety Certification Committee (MSCC) Operational Readiness requirements and asset acceptance processes. This includes planning and coordinating submissions presentations reviews endorsements consents and approvals required to support project progression through design construction testing commissioning handover and revenue service and ensuring the successful transfer of assets to Operations and Maintenance stakeholders.

What Skills and Qualifications Do I Need
  • University degree in Civil Engineering or a closely related engineering discipline such as Construction Engineering Transportation Engineering Structural Engineering Municipal Engineering or Geotechnical Engineering or an equivalent combination of education training and experience.

  • Professional Engineer (.) Project Management Professional (PMP) Licensed Architect (OAA) Certified Engineering Technologist (C.E.T.) or other relevant professional designation is considered an asset.

  • Demonstrated experience delivering complex capital infrastructure projects through planning procurement design construction commissioning operational readiness asset handover and project close-out.

  • Demonstrated project management experience leading multidisciplinary teams consultants contractors and stakeholders while managing project scope budget schedule quality safety and risk objectives.

  • Strong knowledge of construction project delivery procurement contract administration commercial management project controls and risk management principles.

  • Experience reviewing assessing negotiating and resolving contractor and consultant claims early warning notices change requests schedule impacts and other contractual matters.

  • Experience preparing executive briefing notes governance submissions business cases reports presentations correspondence and other written communications for senior management governance committees and project stakeholders.

  • Demonstrated ability to effectively coordinate and communicate with internal and external stakeholders including consultants contractors municipalities utility companies regulatory agencies railways and operations and maintenance teams.

  • Experience delivering transit rail transportation municipal station facilities bridges structures utilities or other major civil infrastructure projects together with knowledge of applicable engineering environmental construction and occupational health and safety requirements.

  • Excellent interpersonal verbal presentation negotiation and written communication skills. Knowledge of project commissioning operational readiness asset handover and governance processes including SRP ORP and MSCC requirements is considered an asset. Valid Ontario Class G drivers license in good standing and ability to travel to project sites as required.
