Position OverviewWe are currently seeking an experienced
Senior Solution Architect to support the Geospatial Ontario IT Program in preparation for Architecture Governance Point (AGP) 3 approval with the Ontario Government’s Architecture Review Board.
The successful candidate will lead the development, enhancement, and governance of enterprise-level Solution Architecture artifacts supporting the GIS Delivery Platform (GDP), including interconnected corporate applications, APIs, geomatics tools, enterprise data platforms, web services, and synchronized environments.
This role requires extensive experience in enterprise architecture governance, GIS enterprise technologies, cloud and infrastructure architecture, solution integration, security, and application modernization within large and complex public sector environments.
The selected consultant will work closely with senior architects, project managers, business analysts, GIS specialists, infrastructure teams, developers, vendor SMEs, and executive stakeholders to drive AGP 1 & 2 architecture deliverables and support the targeted September AGP 3 governance presentation.
The resource may also support initiatives aligned with Ontario’s Bill 5 –
Protect Ontario by Unleashing Our Economy Act, 2025 as required.
Requirements
Key Responsibilities- Lead enterprise-level Solution Architecture reviews, assessments, and architecture governance activities.
- Develop, update, and maintain Solution Architecture artifacts aligned with OPS standards and enterprise governance requirements.
- Support AGP 1, AGP 2, and AGP 3 architecture governance processes and Architecture Review Board approvals.
- Design end-to-end enterprise technical solutions aligned with current state environments, enterprise standards, and strategic roadmaps.
- Architect and support GIS enterprise solutions, APIs, enterprise applications, cloud platforms, integration frameworks, and data environments.
- Conduct feasibility studies, cost-benefit analysis, solution viability assessments, and provide strategic architecture recommendations.
- Facilitate architecture workshops, JAD sessions, technical design reviews, and stakeholder engagement meetings.
- Develop conceptual, logical, and physical architecture models with full traceability across architecture domains.
- Define system decomposition, application layers, subsystems, interfaces, integrations, and component interactions.
- Ensure alignment between Solution Architecture Documents (SAD), Business Architecture Documents (BAD), Information Architecture Documents (IAD), and Solution Requirements Documents (SRD).
- Apply Ontario Government Enterprise Architecture methodologies, GO-ITS standards, and enterprise security requirements.
- Provide architecture guidance for cloud delivery, DevOps, CI/CD, containerization, and enterprise modernization initiatives.
- Advise stakeholders on infrastructure architecture, disaster recovery, availability, cybersecurity, and non-functional requirements.
- Support procurement initiatives, vendor solution evaluations, COTS assessments, and technical architecture reviews.
- Ensure architecture solutions align with AODA accessibility standards, privacy requirements, and enterprise security controls.
Mandatory Skills & ExperienceEnterprise Solution Architecture Experience- Minimum 10 years of overall IT experience.
- Minimum 5 years leading Solution Architecture initiatives on large, complex enterprise projects.
- Proven experience designing enterprise-wide end-to-end technical solutions.
- Strong expertise across multiple architecture domains including Application, Infrastructure, Security, Data, Integration, and Cloud Architecture.
- Extensive experience with GIS enterprise tools, APIs, Data Marts, Data Lakes, Workflow Management, Business Intelligence, Machine Learning, and Data Science workflows.
- Strong experience with vendor-hosted and packaged enterprise solutions.
Enterprise Architecture Governance & OPS Standards- Extensive experience with OPS Enterprise Architecture governance and AGP processes, particularly AGP 1 and AGP 2.
- Experience developing solution architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS standards.
- Knowledge of OPS Enterprise Architecture governance processes across AGP 0, 1, 2, and 3.
- Experience with GO-ITS 200PRS and Ontario General Security Requirements including:

Solution Architecture & Technical Design- Proven expertise developing conceptual, logical, and physical solution architectures.
- Strong experience with Application, Infrastructure, Security, and Data conceptual schemas.
- Expertise in Logical Application Schema development and enterprise system decomposition.
- Ability to create scalable enterprise architectures involving complex integrations and distributed systems.
- Experience designing API-based enterprise solutions and transactional systems.
- Expertise with infrastructure logical modelling and complex component architecture design.
Information & Data Architecture- Applied experience with Data Modeling and Program Area Data Architecture integration into Solution Architecture.
- Experience aligning solutions with Information Architecture Documentation (IAD) and OPS standards.
- Strong knowledge of Information Management including:
- Data Governance
- Data Quality
- Master Data Management
- Records Management
Cloud, Security & DevOps- Strong expertise with Microsoft Azure cloud platform.
- Experience with cloud delivery models, virtualization, Docker, Kubernetes, and container solutions.
- Experience implementing authentication technologies, browser-based security controls, and web application security standards.
- Knowledge of DevOps, CI/CD pipelines, Git/version control systems, and enterprise automation practices.
- Demonstrated knowledge of cybersecurity best practices and enterprise product management principles.
Development Technologies- Hands-on knowledge of programming languages including Python, Java, and JavaScript.
- Experience with modern JavaScript frameworks and technologies including Node.js, React, and Vue.js.
- Knowledge of HTML5, CSS/SCSS, semantic accessible development standards, and modern UI architecture practices.
- Understanding of automated testing approaches including unit, integration, end-to-end, accessibility, and cross-browser testing.

Additional Information- Candidate must be available to work continuously throughout the contract duration to support the targeted AGP 3 governance deadline.
