Job description

Position Overview

The Nuclear Security and Import–Export Control Specialist is responsible for administering and supporting compliance with Canadian nuclear security, controlled information, and import and export control regulatory requirements for nuclear and other high-security construction projects.

The position provides functional oversight and coordination related to personnel security screening, information protection, physical and site security controls, subcontractor compliance, and regulated transfers of goods and technical information. The incumbent serves as a liaison with client, federal departments and regulatory authorities and supports continuous compliance across project life cycles.

Location

The position will be based out of Oakville office and requires travel to construction sites and client offices.

Responsibilities

Regulatory Compliance and Government Security

  • Administers and monitors compliance with applicable federal legislation, regulations, and policies, including the Nuclear Safety and Control Act, regulations of the Canadian Nuclear Safety Commission, the Export and Import Permits Act, and Government of Canada contract security requirements.
  • Supports organizational participation in the Controlled Goods Program, including registration maintenance, personnel screening coordination, audits, and inspections.
  • Acts as a point of coordination with Public Services and Procurement Canada, Global Affairs Canada, and other federal security and regulatory authorities.
  • Maintains organizational security status, including coordination with designated senior security officials and support for required notifications and updates.
  • Reviews and implements contractual security requirements, including security clauses, non-disclosure agreements, and information-handling obligations.

Import and Export Control Administration

  • Coordinates the preparation, submission, tracking, and maintenance of import and export permits and licences using Government of Canada electronic permitting systems.
  • Supports compliant transfers of regulated goods, equipment, technical data, and documentation.
  • Maintains accurate and auditable records of import and export permits, licences, approvals, and associated compliance documentation.

Information, Personnel, and Physical Security

  • Administers control the handling and protection of protected, controlled, and sensitive information in accordance with regulatory and contractual requirements.
  • Coordinates personnel screening, reliability status and security clearance requests, and access tracking for employees and subcontractors.
  • Supports physical and information technology security measures for offices, construction sites, temporary facilities, and secure collaboration environments.
  • Supports incident reporting, investigations, and corrective actions related to security events or non-compliance.

Project and Subcontractor Security

  • Develops and maintains Technology Control Plans and Security Management Plans aligned with project and construction scope.
  • Supports subcontractor and supplier security compliance, including documentation tracking, contract flow-down requirements, sponsorship for government programs, and monitoring of access requirements.
  • Participates in risk assessments, audits, inspections, and compliance reviews throughout project execution.

Training, Reporting, and Continuous Improvement

  • Provides training, guidance, and awareness activities related to nuclear security, controlled goods compliance, import and export controls, information protection, and non-disclosure obligations.
  • Maintains project and organizational security records, including training records, non-disclosure agreements, access logs, personnel screening records, and compliance logs.
  • Prepares security and compliance reports for project management and senior leadership.
  • Supports the continuous improvement of organizational and project-level security policies, procedures, and control mechanisms.

Qualifications

  • Post-secondary degree or diploma from a recognized institution in security management, international trade, business administration, logistics, political science, or a related discipline.
  • Advanced education or professional certification in security, compliance, or regulatory administration is considered an asset.
  • Five to ten years of progressive experience in a regulated environment, such as nuclear, defense, energy, or high-security industrial or construction projects.
  • Experience supporting security administration, regulatory compliance, document control, or import and export permitting processes.
  • Experience handling sensitive, proprietary, or controlled information in compliance with legislative and contractual requirements.
  • Knowledge of Canadian nuclear regulatory requirements and federal contract security processes.
  • Knowledge of controlled goods regulations and Canadian import and export control frameworks.
  • Knowledge of protected information classifications and security recordkeeping requirements.
  • Ability to interpret and apply legislative, regulatory, and policy requirements.
  • Strong organizational and analytical skills, with attention to detail and audit readiness.
  • Ability to work independently while collaborating with multidisciplinary project teams.
  • Demonstrated judgment, discretion, and professionalism when handling sensitive information.
  • Strong understanding of Canadian government and nuclear security frameworks.
  • Highly organized with strong attention to detail and documentation discipline.
  • Ability to translate regulatory requirements into practical, project-ready guidance.
  • Effective communicator and collaborative partner with internal teams, subcontractors, clients, and regulators.
  • Comfortable working independently in fast-paced, compliance-driven environments.

Other Requirements:

Base Compensation: $90,000/yr - $140,000/yr
