Job description

The Responsible Gambling Council (RGC) is an independent, non‑profit organization dedicated to preventing and mitigating gambling harm through evidence‑based research, prevention education, accreditation and policy leadership. Guided by our vision of a world where gambling never comes at a human cost, RGC works collaboratively with governments, regulators, operators, researchers, and communities in Canada and internationally to reduce gambling‑related harms and promote safer gambling environments.

This is a senior leadership position with a primary focus on the effective implementation and operationalization of RGC’s prevention program portfolio. Reporting to the SVP, Strategy and Programs, the Senior Director holds full accountability for ensuring that strategic plans are translated into concrete operating plans and actions through careful planning, hands‑on execution, oversight, and continuous performance monitoring of RGC’s prevention programs. The Senior Director will lead, mentor, and support a high‑performing, cross‑functional team, fostering a positive culture of collaboration, accountability, and growth, while ensuring that program objectives are met on time and within budget.

Building on RGC’s strong foundation of prevention leadership in Ontario, the Senior Director will drive the implementation of scalable prevention program models tailored to the unique needs of diverse jurisdictions, populations, and gambling environments. The Senior Director’s efforts will position RGC as a leader in gambling harm prevention and mitigation, advancing the organization’s mission through effective program execution and measurable outcomes.

RGC is a committed, high‑achieving team working to reduce gambling‑related harms both in Canada and abroad. We provide a hybrid work model, along with competitive pay and benefits. Our head office is based in downtown Toronto. The Prevention department currently works in the office one day/week for team meetings and collaboration.

KEY RESPONSIBILITIES

Program Leadership - Design, Delivery & Innovation

  • Develop and oversee the implementation, operations and evaluation of prevention programs across diverse populations, including community‑based, population‑level, and systems‑focused programming by applying strong problem‑solving skills to address complex challenges and drive program success.
  • Lead the team to expand, adapt, and scale programming nationally across diverse jurisdictions and population segments, including youth, young adults, and high‑risk ethno‑cultural populations demonstrating effective decision making and creative problem solving to ensure the relevance and impact of all initiatives.
  • Develop and oversee annual budgets for all prevention programs, ensuring that financial resources are allocated strategically to maximize program reach and impact. Regularly monitor expenditures and financial performance to ensure compliance with organizational and funding requirements.

  • Manage a comprehensive annual planning and reporting process to ensure alignment with funder and organizational requirements, proactively identifying and resolving issues through effective problem‑solving and decisive action.
  • Monitor funded program performance against approved work plans, timelines, and budgets, escalating risks or variances as required, and utilizing strong analytical and problem‑solving skills to implement corrective actions and drive continuous improvement.
  • Identify, pilot, and scale innovative prevention strategies by integrating new technologies and approaches—applying strong problem‑solving capabilities and data‑driven decision making to improve program reach and effectiveness.
  • Work closely with RGC’s Research and Knowledge Mobilization team to translate public health research into prevention programs responsive to emerging trends and community needs—to ensure prevention initiatives are grounded in evidence, lived experience, and best practice.
  • Work closely with the Evaluations team to establish clear performance and impact frameworks for all prevention programs, emphasizing outcomes and opportunities for continuous improvement.

Partnerships & Stakeholder Engagement

  • Deliver high‑impact presentations that advance the organization's strategic objectives and communicate the value and effectiveness of RGC’s prevention programs to a range of cross‑sectoral partners and funders.
  • Identify and manage complex, multi‑jurisdictional partnerships that help drive RGC’s prevention strategy forward.
  • Demonstrate leadership through sharing program insights, outcomes, and impact reports with current and potential funders and cross‑sectoral partners.
  • Identify, assess, and engage grant and funding opportunities (government, foundation, and other prevention‑focused sources) that support the expansion of programs in new jurisdictions.
  • Ensure prevention programs are responsive to community needs and reflect diverse perspectives, including those with lived experience.

Team Leadership & Organizational Contribution

  • Lead, coach and empower a team of Associate Director direct reports and their teams, focusing on individual and collective growth by fostering a supportive environment, encouraging professional development, and nurturing a culture of continuous improvement.
  • Foster a culture of innovation within the team by encouraging creative problem‑solving and supporting staff in testing and refining new program models.
  • Establish clear goals, performance expectations, and feedback mechanisms for both direct and indirect reports, promoting effective communication and collaboration across all levels of the team and across departments.
  • Champion team cohesion and cross‑functional collaboration, supporting senior leaders to manage multidisciplinary staff and address challenges within their own teams.
  • Contribute to organizational leadership as a member of the management group.

QUALIFICATIONS

  • 10+ years of progressive experience in program development and management.
  • Post‑secondary degree in public health, social sciences, education, psychology, or a related field; or equivalent combination of education and experience.
  • Proven people leader with experience managing senior staff and multidisciplinary teams undergoing significant growth.
  • Exceptional strategic thinking, communication, and stakeholder engagement skills.
  • Highly effective communicator with exceptional presentation skills.
  • Demonstrated leadership and management skills, including team building and strong decision‑making skills.
  • Demonstrated expertise in evidence‑based prevention and translating research into practical, scalable programs.
  • Experience working with government, regulators, and community partners.
  • Commitment to RGC’s mission and vision.
  • Collaborative team player that embraces equity, diversity and inclusion.
  • National program experience is preferred.
  • Must be able to work in office once per week; some travel required.

Hiring range: $144,000 - $155,000
