Purpose of Position

Accountable for providing compliance expertise and support that ensures FSRA’s compliance with a wide variety of legislation, policies, and processes as well as Memorandums of Understanding and corporate frameworks.

Key Responsibilities

  • Oversees and monitors the corporate wide compliance with the requirements set out in the Memorandum of Understanding with the Ministry of Finance, including the applicable acts, statutes, and directives; ensures the timely escalation of concerns.

  • Creates and maintains/monitors the central repository for the Enterprise Policy Framework that covers various internal policies, procedures, guidelines, and standards (Human Resources, Finance, Technology, Facilities, Legal, Facilities, Risk Management, and Internal Audit) to ensure compliance.

  • Facilitates FSRA’s compliance obligations under the and the Payment Cards Industry Data Security Standard (PCI DSS) such as annual updates on FSRA’s accessibility initiatives, Accessibility Compliance reporting to the Ministry for Seniors and Accessibility and PCI DSS annual security assessment.

  • Conducts research and analysis for the development and implementation of changes to current processes; identifies potential gaps and recommends policy options, program implementation strategies and organizational initiatives.

  • Performs effective challenge of key reports and statutory requirements (such as financial reports, service standards, annual business plans, etc.) and facilitates their timely submission.

  • Develops and implements performance measurement and evaluation methods and tools to monitor the progress of FSRA’s compliance requirements, accountabilities and other organizational strategies and makes recommendations for improvements.

  • Develops and delivers appropriate, tools, training, and awareness in support of corporate compliance across the organization.

  • Participates in and contributes compliance expertise to FSRA’s implementation of the Governance Risk Compliance (GRC) technology platform and Artificial Intelligence (AI).

  • Works with internal stakeholders to enhance the Entity Level Controls framework and monitors the Entity Level Controls across FSRA through testing.

  • Provides ad-hoc compliance advice and contribution to FSRA-wide activities such as the Annual Business Plan.

  • Keeps abreast of regulatory and compliance developments within or outside of FSRA as well as evolving best practices in compliance control. Provides analysis of regulatory changes as well as the impact to FSRA.

Qualifications

Education and Experience

  • University degree in Business Management, Finance or Law or a related field or a combination of education, training and/or experience deemed equivalent.

  • A minimum of 4 years of working experience in Compliance, Legal or Audit, preferably in financial regulation or large financial institutions.

  • Compliance certifications are preferred but not mandatory (Money Laundering, Fraud Prevention, Privacy, Cyber Security).

Knowledge and Skills

  • Demonstrated knowledge of enterprise compliance, including tools and mechanisms to promote a compliance culture.

  • Demonstrated knowledge of the financial services industry (e.g., structure, business, regulations) and its consumers to lead and analyze business processes.

  • Proven project management skills, including managing complex and concurrent projects.

  • Strong commitment for continuous personal development and keeping abreast with emerging compliance matters that impact FSRA and the regulated sectors.

  • Ability to use professional judgment to resolve sensitive issues and to formulate alternative solutions to problems.

  • Proven consultation, collaboration, advisory and interpersonal skills to establish and maintain a network of relationships within FSRA and with external regulators, jurisdictions, and private sector stakeholder organizations.

  • Proven strategic orientation, consultation, and presentation skills to lead/provide strategic compliance expertise and advice across FSRA.

  • Proven analytical and problem-solving skills to identify critical issues and recommend options.

  • Ability to work in a fast-paced environment with demonstrated ability to manage multiple tasks with effective organizational skills.

  • Demonstrated verbal and written communication skills to prepare and edit reports, communication plans, business proposals, policy/position papers, presentations, and other documentation and can present information clearly and professionally.
