Position Summary
Manager, Decision Support and Business Intelligence
Your goal in this position is to lead a team of analysts and developers committed to advancing effective decision making using advanced information and analytical tools. This role involves extensive collaboration with front line clinical teams, medical leadership and staff physicians, and support teams across the organization, including Financial Services, Quality and Patient Experience, Information Services, Patient Support Services, and Human Resources. In addition, you will develop and maintain close working relationships with various external stakeholders (e.g., MOHLTC, CIHI, OH) and other health care sector partners (e.g., OHT, CCAC, community physicians, GTA Hospitals). You have strong coaching and mentoring skills with a proven track record of developing high performing teams. You have excellent written and verbal communication skills, including delivering presentations with complex information to senior administrative and medical leadership. You have strong technical and interpersonal communication skills with the ability to work with various levels of management up to and including Senior Management as well as work within a multi-functional team. You demonstrate proven stakeholder engagement and collaboration skills. This position supports the Hospital’s academic mandate by advancing care through teaching and learning and/or transforming care through research and innovation. This position contributes to the shared responsibility of ensuring health and safety policies are followed to provide for a healthy environment for staff, physicians, volunteers, learners, patients, and families.
On a practical level, you will
• Lead the Decision Support team to ensure excellence in customer service, continuous performance improvement including introduction of innovative technologies and processes to enhance efficiency and effectiveness in data capture, processing, and reporting.
• Develop and enhance core processes and workflow related to the data and analytics lifecycle (i.e., data acquisition, analytics request intake, report retirement).
• Develop and maintain a strong engagement with key stakeholders to understand business needs and priorities for each business unit and to continuously improve reporting.
• Interpret, implement and ensure compliance with policies, operating plans and processes affecting decision support, risks, and regulatory compliance.
• Forecast, plan, prepare, or contribute to the Program’s operating and capital budget.
• Ensure effective human resource allocation through recruitment, selection, training, productivity monitoring, discipline and performance management.
• Oversee reporting and analytics technology expansion including: ongoing development and implementation of strategies related to information systems and tools i.e., processes and expertise required to aggregate, transform, analyze, and generate reports required to support strategic and operational decisions that enhance organizational performance and improve quality.
• Develop organizational expertise in: national and provincial case weighting system (i.e., CMG+ and HIG); externally available analytical product and tool offerings i.e., CIHI Portal and MOHLTC Intellihealth; and hospital/health system performance measures (i.e., CIHI’s YourHealthSystem.com, Ontario’s Health Quality Improvement Plan, and Cancer Care Ontario Health's Access to Care and Pay for Results) .
• Work in collaboration with Information Services and Research & Education teams on the development of information systems and tools to support strategic initiatives that advance the hospital’s research, education, and clinical care delivery mandates.
• Foster relationships that ensure close collaboration among Analytics and Business Intelligence, Financial Services, Quality and Information Services teams to successfully adapt to funding reform (i.e., HSRF) including: ongoing support to all stakeholders who capture, process, and submit data which impacts funding and case costing, effective use of internal and external data repositories and analytical tools to understand NYGH performance relative to other hospitals, and identify opportunities for operational and/or clinical quality improvement.
• Foster a learning organizational culture that invites questions, curiosity and experimenting.
• The manager must possess a balanced mix of technical prowess, business knowledge, and leadership skills. This role is critical in leveraging data to guide strategic decisions, optimize operations, and drive organizational success .
Qualifications
• Bachelor’s Degree in Health Administration, Business Administration, Computer Science, Information Systems, Data Science, or a related field. Advanced degrees (e.g., MBA, Master's in Data Science) is an asset.
• Minimum five years’ experience in decision support in a healthcare environment.
• Certified in Health Information Management is an asset.
• Knowledge of database systems (e.g., SQL Server, Oracle, Snowflake, MS Synapse) and data warehousing concepts preferred.
• Experience or awareness of new technologies and trends in data analytics and decision support (e.g., AI, machine learning).
• Experience in planning and managing multiple, complex projects involving changes to business processes, workflow, and training of staff and/or clients for the changes.
• Capability to understand long-term goals and align decision support activities with organizational strategy.
• Experience working directly with senior administration and medical leaders to support information and analysis required to inform organizational planning, manage hospital performance, identify improvement opportunities, and support senior level decision making.
• Experience working in cloud analytics architecture and translating technical coding, case weighting, and statistical language into actionable products and services that can be understood by a diverse group of hospital and health system leaders preferred.
• Knowledge of Ontario hospital funding methodologies, including HBAM, QBP, CCO, Wait Time, Pay for Results and understanding of how the various data elements impact funding allocations.
• Advanced experience using and overseeing business intelligence tools such as Tableau and working with hospital systems are strongly preferred.
