Job description

We are seeking a highly accomplished Technical Architect for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier technical capacity within the enterprise data architecture and migration streams, specializing in the end-to-end extraction, cleansing, transformation, source-to-target mapping, and loading of complex municipal asset management datasets.

As a principal data architect, you will bridge the gap between legacy source systems and modern enterprise asset management platforms. Operating within a hybrid work model, you will lead data-discovery sessions, establish automated reconciliation checks, document business transformation logic, and validate asset hierarchies and specifications across non-production and production environments. This position demands an expert who can independently analyze partially documented legacy datasets, enforce strict data quality standards, and engineer scalable migration runbooks.

Location: Toronto, ON

Assignment Type: Hybrid (3 days per week onsite)

Contract Duration: 12 months (with a 12-month optional extension)

Advantages
Enterprise Modernization Impact: Lead the complete data migration lifecycle transitioning legacy asset structures into modern IBM Maximo/MAS 9 platforms.

Advanced Stack & Tooling: Apply advanced SQL, ETL, Python, and Maximo Integration Framework (MIF) utilities across multi-tier environments.

Full-Lifecycle Data Ownership: Own the trajectory from initial source profiling and business mapping to dry runs, production cutover, and post-go-live support.

Long-Term Stable Runway: Secure a 12-month foundational project runway with the potential for an additional full year extension.

Responsibilities
Review project scope, business requirements, system designs, legacy structures, and data-loading templates to map out end-to-end data migration pipelines.

Conduct data-discovery sessions with technical and business stakeholders to establish authoritative data sources, business ownership, dependencies, and operational logic.

Extract and profile legacy asset data to evaluate completeness, accuracy, uniqueness, validity, and overall migration readiness.

Define source-to-target mappings between legacy fields and target objects, attributes, classifications, specifications, locations, and parent-child hierarchies.

Translate business rules into documented transformation, standardization, defaulting, validation, and exception-handling specifications.

Develop data-cleansing and transformation routines using SQL, Excel, scripts, ETL tools, or other approved technologies.

Prepare complete, traceable data-loading files and support execution using approved integration frameworks and bulk-load utilities.

Plan and support multiple migration cycles across development, SIT, QA/UAT, training, and final production cutovers.

Build automated validation and reconciliation checks comparing source extracts, transformed data, load results, and rejected records.

Maintain a data-quality issue log, run root-cause analysis on load errors, recommend corrective actions, and track defects to resolution.

Formulate data cutover, delta-load, rollback, and contingency procedures for final production implementation.

Deliver comprehensive knowledge transfer, repeatable scripts, validation queries, data dictionaries, and operating runbooks to sustainment teams.

Qualifications
Core Requirements & Technical Capabilities
Education: Post-secondary degree or diploma in Computer Science, Information Technology, Data Management, Engineering, or a related quantitative discipline (or equivalent combination of education and experience).

Data Migration Leadership: Demonstrated experience leading or executing complex data analysis, cleansing, transformation, conversion, and migration assignments for enterprise applications.

IBM Maximo Platform Depth: Hands-on experience migrating asset, location, work-management, or maintenance data into IBM Maximo (preferably Maximo 7.6 and/or Maximo Application Suite 9).

Maximo Data Model Mastery: Deep understanding of the Maximo data model, including Assets, Locations, Classifications, Specifications, Service Addresses, Organizations, Sites, status controls, and parent-child relationships.

Integration & Migration Tools: Experience preparing Maximo data-load templates and working with tools such as the Maximo Integration Framework (MIF), Object Structures, Enterprise Services, Publish Channels, flat files, APIs, or bulk-load utilities.

Advanced Database & Querying Skills: Strong SQL skills with extensive experience querying relational databases, writing validation scripts, and reconciling large datasets.

Data Transformation Tooling: Advanced Microsoft Excel proficiency (lookups, formulas, pivot tables, exception analysis) along with experience using Python, Power Query, ETL software, or scripting automation tools.

Preferred Assets & Domain Context
Asset Management Experience: Familiarity with asset-data hierarchies, linear or networked infrastructure, lifecycle status controls, and maintenance business rules.

Public Sector / Municipal Background: Previous experience working within a municipal, public sector, transportation, utilities, or infrastructure management setting is strongly preferred.

Legacy System Exposure: Experience working with Cartegraph or comparable municipal asset management platforms is preferred.

Leadership & Soft Skills
Consultative Articulation: Excellent verbal, written, and facilitation skills, with a proven ability to translate operational requirements into implementable data rules and communicate technical issues to business teams.

Analytical Problem Solving: Superior critical thinking, root-cause analysis, and diagnostic capabilities applied to undocumented or partially documented legacy datasets.

Independent Execution: Ability to work independently, manage competing priorities, meet fixed project milestones, and collaborate fluidly across cross-functional teams and external vendors.
