On behalf of our client in the Government Services Sector, PROCOM is looking for a Senior Project Manager - Business Intelligence (BI).

Senior Project Manager - Business Intelligence (BI) – Job Description

Owning the delivery of a digital transformation focused on business intelligence and data analytics to support business capabilities and decision making

Provide project management on large scale, complex, high profile, and high-risk projects for I&IT initiatives

Ensure project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiency, and compliance with project management methodologies and frameworks

Leads organizational development, strategy development, business planning, and Ministry funding requests

Gathers and develops requirements in order to create and maintain a detailed project schedule and / or integrated plan

Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met

Experience developing and managing project schedules, deliverables, and scope

Ability to promote I&IT project management best practices and adherence to standard methodologies (Agile, Waterfall, and hybrid)

Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards

Extensive experience coordinating and monitoring project processes, and developing / communicating guidelines and procedures

Experience leading the planning, coaching, communication and execution of actions that lead toward delivery and adoption of data-driven solutions

Experience advising, shaping and delivering technology-led transformation programs

Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task / deliverable / performance expectations for resources that are both unionized employees as well as fee for service (FFS) consultants.

Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met

Develops complex project budgets based on multiple funding channels and cross ministry dependencies

Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation / confirmation of actuals

Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed

Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers

Establishes and participates in steering committee and stakeholder forums

Experience building and maintaining relationships with internal and external stakeholders to successfully deliver transformation goals

Facilitate discussions with internal and external stakeholders on processes and goals to drive the project delivery to successful completion

Provides project, program, and / or portfolio reporting to multi-stakeholders at senior executive levels

Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out

Promotes I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources

Senior Project Manager - Business Intelligence (BI) – Mandatory Skills

Experience leading analytics projects and defining the overall best solution and outcomes desired

Experience managing stakeholder relationships and defining the overall solution that best meets the outcomes desired

Experience defining scope and guiding the stakeholders through a digital transformation

Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge

Knowledge and understanding of Information Management principles, concepts, policies and practices

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Ability to make recommendations on the acquisition of software, hardware, and technology resources

Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness

Ability to identify conflict between project and functional areas and develops responses to successfully address conflict

Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

Experience and Skill Set Requirements

Technical Skills - 40%

Demonstrated experience with analytics or business intelligence tools and leading BI (Microsoft BI Suite technology preferred) projects with data-driven decision making

Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multitier information technology systems.

Experience conducting detailed review of technical solutions on a variety of software platforms (e.g., Java, .Net, Informatica, Oracle, etc.)

Experience documenting technical problems / issues and developing plans to address the solutions in a cost-efficient manner

Proven experience facilitating the resolution of I&IT and Business issues using advanced technologies.

Proven experience with JAD facilitation, interpreting business needs to create technical requirements, and leading project meetings

Demonstrated experience with prototyping, Microsoft Azure DevOps, Microsoft Project, and Planview

Experience in the development of various deliverables of various roles including, but not limited to, project coordinator, release management, requirements analyst, system designer, system tester, trainer, etc. throughout SDLC (Agile and Waterfall)

Experience producing Project Planning and Coordination documentation (Business Case, Processes, Charter, Integrated Project Plan, Migration plans, Schedules, project kick off materials, roadmaps etc.)

Experience with business stakeholder management and status reporting at the Executive level

Project Management and Methodologies - 45%

Experience leading the planning, coaching, communication and execution of actions that lead toward delivery and adoption of data-driven solutions

Experience advising, shaping and delivering technology-led transformation programs

Experience building and maintaining relationships with internal and external stakeholders to successfully deliver transformation goals

Demonstrated experience facilitating discussions with internal and external stakeholders on processes and goals to drive the project delivery to successful completion.

Demonstrated experience balancing technical and business requirements in order to optimize solutions and meet business needs

Coordinating and executing Threat Risk Analysis and Privacy Impact Analysis, and addressing outcomes and / or recommendations

Experience with business stakeholder management and status reporting at the Executive level

Experience supporting business users working on projects or programs involving multiple highly inter-dependent applications and / or data sources.

Demonstrable experience with requirement management, quality assurance and change management processes and tools

Proven experience using a variety of methodologies to carry-out the software development lifecycle (e.g., Agile, waterfall, hybrid)

Experience in documenting business, technical and system processes and requirements; Experience in identifying, reviewing and analyzing solution implementation options and alternatives, including associated risks, documenting results and presenting conclusions

Demonstrated experience leading multiple project teams concurrently using a mix of dedicated and shared resources

Experience working closely with business teams and development team to generate proof of concepts and prototypes with new and proven technologies

Demonstrated experience leading multiple project teams concurrently managing complex updates / changes to interdependent applications, ensuring continuing cohesion & conformance to planned architecture

Ability to introduce best practices, templates, SharePoint management sites for software development projects

Experience with MS Office software, including Word, Excel, PowerPoint, Project, and Visio.

Experience tracking project finances and burn rates, as well as resource allocation.

Experience with AODA compliance

Communications Skills - 10%

Excellent communication and written skills

Skills in consensus building and issue resolution involving key stakeholders, and members of teams

Experience introducing technical standards business process improvements to development team

A team player working well under stress and tight deadlines

Public Sector Experience - 5%

Previous public sector experience in an organization of equivalent size or complexity to Ontario Public Service
