The Opportunity

Our Commercial department is seeking a driven and collaborative individual, with senior experience in the energy industry’s regulatory environment, to lead our Rates and Regulatory team.

In this position, you will report to the Vice President of Commercial and be responsible for providing strategic leadership to your team as they execute regulatory projects and explore new initiatives in support of our business goals across South Bow portfolio.

The team will cover a broad scope in the regulatory affairs area, including preparing and filing tolls and tariffs applications and other filings on the Company's behalf with the Canada Energy Regulator (CER), the Federal Energy Regulatory Commission (FERC)and other regulatory bodies.

The team will respond to research requests from various department within TC Energy, provide economic analysis of regulatory decisions, and monitor and analyze developments in the North American liquids.

Furthermore, the successful candidate will also be accountable for the calculation of the tolls charged to customers. To accomplish your accountabilities, you and your team will need to work extensively with other regulatory professionals and legal staff, regulatory agencies, third parties, as well as professionals in the commercial, business development, accounting, operations areas and other areas.

What you'll do

Lead and enable success for a high-performing team of regulatory professionals in preparing regulatory filings and coordinating responses to information requests from regulatory agencies (may include managing major tolls applications, financial audits and routine filings)

Lead and be accountable for the calculation of tolls on the Keystone and Marketlink systems and the present them to internal and external stakeholders.

Responsible for all matters related to tolls and tariffs to external stakeholders.

Be accountable for regulatory facilities, tolls and tariffs matters for South Bow (Tolls, Tariffs and Financial Regulatory Audits) and manage third-party interventions affecting these systems

Manage, facilities applications

Oversee research requests as well as monitoring and analysis activities

Manage the Toll Information Regulations and Cost Recovery Regulations

Coach team members to act with initiative to identify and define issues, as well as recommend appropriate courses of action

Liaise with government and regulatory officials in representing the Company with pipeline industry members and industry associations

Ensure team stays abreast of current and proposed laws, regulations and industry developments affecting Company projects and initiatives

Understand the numerous stakeholders' expectations and expert contributions, and how they contribute to the success of the team

Attending regulatory proceedings or public hearings with the various regulatory bodies (CER or other bodies)

Manage the team’s training and development, succession planning and resource management

Overtime and travel are occasional requirements when participating in active regulatory proceedings and other major projects

Minimum qualifications

University degree in Economics, Business, Engineering, Project Management, or related field

10 or more years of experience in the pipeline, oil and natural gas or electricity industries

Previous experience working in a regulatory environment leading complex regulatory filings and a demonstrated ability to manage multiple projects and regulatory filings on a timely basis

Passionate about making an impact and the ability to lead diverse teams, as demonstrated through experience as a high performing leader

In-depth knowledge of applicable laws, regulations and precedents relevant to tolls and tariffs regulation of gas pipelines in Canada, as well as the applicable Federal and Provincial regulatory processes

An alternative combination of education and experience may be considered

Preferred qualifications

A master’s degree in related areas to regulatory would be considered an asset.

Demonstrated regulatory leadership experience including coaching and mentoring ability

Demonstrated initiative, planning, organization and project management skills

Strong written and verbal communication, including technical writing experience

Knowledge of the operations and facilities associated with South Bow Facilities

Strong business acumen and demonstrated success contributing to strategic business results

Strong understanding of sustainability and geo-political factors impacting energy projects in Canada

Experience working with strategic partners and maintaining strong relationships
