Job Title : Project Manager - C.A.R.E for Migrant Workers Support - Engagement

Status : Temporary, Full Time

Hours : 37.5 hours per week

Start Date : ASAP End Date : December 31, 2024, Potential for extension

Salary : This position starts at $70,000 per year and increases to $96,325 per year, over a 10- year period. This salary range incorporates experience, yearly salary increments to reward years of service, employee growth and development within the organization.

The Opportunity

DIVERSEcity Community Resources Society is currently seeking applications from qualified candidates for a temporary, full-time position for the role of Program Manager to oversee the Collective Advocacy for Rights and Education (C.

A.R.E) For the Migrant Workers Support Project.

Reporting to the Senior Manager, Surrey LIP and Collaboration, and working in a co-management model with the Program Manager is responsible for all activities such as delivering high-quality programmatic oversight, building relationships with migrant workers and community partners, facilitating collaboration for consistent and responsive Migrant workers support, ensuring program improvement through data-driven evaluation.

The Manager is expected to manage the human resources, Budget maintenance, sub contractors’ agreements, reporting, and risk management within the C.

A.R.E. project. The manager will be responsible for monitoring emerging client and community needs, coordinating resources, and facilitating community engagement through multiple events.

As the successful candidate, you are passionate about community programs for migrants from diverse backgrounds and you envision your project management work as a key factor in making impact of the highest quality.

You are highly organized, task oriented, and have excellent organizational and project management skills. While you can work independently with ease, you also thrive as a member of a large, multidisciplinary team.

Key Responsibilities

  • Collaborate with the Senior Manager and co-manager on all contractual work, including budget management, preparation of monthly expense claims for both the project and its subcontractors, and financial and narrative reports.
  • Work with co-manager to prepare budget forecasts based on project activities and monitor expenditures with the finance department.
  • Monitor and ensure program service quality, innovation, participation, utilization, and evaluation.
  • Monitor and evaluate the collective impact of partnerships on the lives of migrant workers.
  • Coordinate partner / sub-agreement approaches and mobilize knowledge informed by TFW (Temporary Foreign Workers) lived experience, supported by innovative tools and training.
  • Implement project infrastructure (project work plan, outreach, and communications plan).
  • Develop and update the Migrant Worker Knowledge Hub and monthly calendar of events and services.
  • Work with co-manager to provide reports to funders, assigned supervisor, or Board of Directors, as required.
  • Participate collaboratively within internal teams, external committees, advisory groups, and relevant networks to stay informed on emerging issues, build programming capacity, and advocate on behalf of migrant workers.
  • Actively develop strategic partnerships with non-traditional sectors and partners.
  • Support sub-contractor negotiations under the direction of the Senior Manager and Director.
  • Oversee all required C.A.R.E. for Migrant worker's support meetings.
  • Research further funding streams and develop grant proposals based on strategic needs.
  • Coordinate relevant training, knowledge-sharing and community engagement events.

Qualified candidates will possess :

  • Minimum university or college diploma in community planning and engagement, social policy, not-for-profit management, or demonstrated related experience in the field.
  • Minimum three years' experience supervising and developing staff and teams; supervision experience within a unionized environment preferred.
  • 3 years' experience in Project Management, including experience with subcontractor monitoring and evaluation and managing financial claims.
  • Understanding of the migration and settlement experiences of migrant workers.
  • Experience with budget forecasting and expenditure monitoring.
  • Proven success in multicultural settings.
  • Proven track record of working with multiple stakeholders to catalyze collaboration.
  • Deep understanding of equity, diversity, and cultural safety.
  • Excellent organizational and project management skills.
  • Understanding of Impact Evaluation and Knowledge of Outcomes measurement.
  • Ability to multitask and adapt to emerging needs.
  • Effective communication and public speaking skills.
  • Strong computer literacy and proficiency with funder reporting platform, MS Office 365 (Teams, SharePoint, Word, PowerPoint and particularly EXCEL).
  • Bilingual English / Spanish is a definite asset; knowledge of other languages is strongly preferred.
  • Valid BC (British Columbia) Driver's License and reliable access to a car
