Job descriptionIdentify process and business requirements through interviews, workshops, and analysis of documents, systems, business processes, use cases, tasks, and workflows. Communicate and collaborate with stakeholders to analyze information needs and functional requirements, delivering artifacts such as business process flows, requirements documentation, use cases, and interface designs. Evaluate information, reconcile conflicts, decompose high-level info, and distinguish user requests from true needs. Apply methodologies, experience, and municipal context in requirements definition and analysis. Translate customer needs into application and operational requirements. Participate in procurement activities, including RFP development and review. Serve as a conduit between stakeholders and technical teams for requirement flow. Drive business unit assumptions and re-engineer processes. Develop requirement specifications using standard templates and plain language. Collaborate on change management, including stakeholder analysis, communication, and training. Participate in system and user acceptance testing, including test plan and defect tracking. Research and share modern business analysis and process design methods, staying current on emerging technologies. Lead initiatives or small projects, providing guidance to IT resources and reporting progress to management. Work in accordance with health and safety legislation and policies. Perform other duties related to the role. University Degree or College Diploma in relevant fields. Extensive experience in business analysis, process design, and IT project delivery. CBAP certification is an asset. Knowledge of municipal business concepts. Proficiency in business analysis methodologies, quality assurance, and change management. Knowledge of ITIL, SDLC, and SaaS solutions. Leadership and project management skills. Proficiency with MS Office tools. Analytical and problem-solving abilities with sound judgment. Strong interpersonal and communication skills. Successful applicants will need to pass a Criminal Record and Judicial Matters Check. Applicants will undergo a Social Media Background Check. Summary of Duties :
Reporting to the Supervisor, Strategy and Architecture, Project Services, the Senior Business Analyst’s role is to elicit and analyze complex business process requirements for IT-related systems critical to organizational functions on medium and large complexity projects, requiring knowledge or insight on multiple business and / or functional areas.
The Senior Business Analyst is responsible for change management and quality assurance activities, including development and delivery of communication plans, training materials, and test plans in partnership with stakeholders. They may be required to proactively generate reports based on their findings, complete with recommended improvements to, or new requirements for business processes and operational procedures.
The Senior Business Analyst will also assist in mentoring other Business Analysts to develop business analytics capabilities within the Information Technology Division. They may be assigned to projects as a team member or project lead, providing coaching to other analysts, and applying communication, analytical, and problem-solving skills to maximize IT system benefits and implement new technology systems.
Note : This role requires an intermediate to advanced understanding of Microsoft applications, including SharePoint Online, Purview, OneDrive, Outlook, Planner, Power BI, Bookings, Dynamics, Commerce, and Power Platform. The role involves mapping complex business requirements to Microsoft-based solutions to address operational needs and drive efficiencies.
