Job description

Manager Finance, Business & Support Services, Veterinary Medical Centre

Primary Purpose: The Manager, Finance, Business and Support Services, is responsible for budget preparation, reporting, and contributes to the financial oversight of the Veterinary Medical Centre’s operations and related processes; oversight of supply chain and procurement, and other support departments in the Veterinary Medical Centre including the Pharmacy and Medical Device Reprocessing. This position also monitors and manages the routine preventative maintenance for equipment and facilities, service agreements, contracts, and vendor management.

Nature of Work: Reporting to the Director, Health Services & Business Operations, this position works closely with Senior Leadership and management team in the VMC, Usask Central Procurement Services, Finance, Strategic Business Advisors, and the Information and Communication Technology teams.

Located at the Western College of Veterinary Medicine, the VMC is a premiere 24/7 emergency referral and primary care Centre that provides quality care and specialized services for a wide range of animal species. The VMC admits over 17,000 cases annually, including referral cases from veterinarians across Western Canada. The environment is fast paced and dynamic, therefore the Manager must be able to balance competing priorities and projects.

Accountabilities:

Business Development

  • Continually strive to analyze and improve efficiencies and business processes and operations of the VMC, with the goal of a sustainable not-for-profit veterinary hospital
  • In collaboration with senior leadership, identify, research and analyze new business opportunities in the current market and based on needs of the DVM program and the community we serve

Finance

  • Minimize exposure to risk by ensuring policies, procedures and financial controls are followed
  • Responsible for the monitoring and communication of monthly and year end reporting on service area budgets

Operational Effectiveness

  • In collaboration with USask Central Procurement services, ensure optimization and efficiency in resource management in the acquisition and maintenance of equipment and supplies required for the operation of the Veterinary Medical Centre
  • Development and administration of policies and procedures related to the procurement, maintenance and repair of supplies, including routine preventative maintenance, quality control, and efficient inventory management and control
  • Supplier selection and evaluation including arranging and conducting evaluation of new products, management of quotes, contracts and proposals related to the procurement of goods, services and equipment
  • Ensure coordination and delivery of purchased materials to meet the time constraints of surgery, teaching and research
  • Ensure best practice of standards in medical device reprocessing are met
  • Ensuring pharmacy practice standards are met

Administration

  • Responsible for the monitoring of resources and management of area budgets
  • Promote and nurture a culture of diversity, collegiality, and acceptance with the VMC, WCVM, and university
  • Minimize exposure to risk by ensuring policies, procedures and financial controls are followed
  • Collaborate with VMC leadership, WCVM leadership, Faculty, and Strategic Business Advisors
  • Participate in recruitment, orientation, training, coaching, disciplinary action, and development activities with staff to build and maintain a productive and effective team

Human Resources

  • Participate in, ensure recruitment, orientation, training, coaching, disciplinary action, and development activities with staff to build and maintain a productive and effective team
  • Advise staff on policy, new initiatives and emerging challenges
  • Participate in strategic planning and people planning
  • Promote and nurture a culture of diversity, collegiality, and acceptance with the VMC, WCVM, and university

Qualifications

Education: Bachelor in Business Administration or finance degree is required. Certificate in Supply Chain Management Association of Canada (SCMA) designation would be an asset. A combination of education and experience may be considered.

Experience: Minimum five years of related experience of hospital equipment, surgical instrument sourcing, pharmaceutical sourcing, computerized financial accounting/inventory systems, combined with proven successful leadership experience.

Skills:

Demonstrated experience in procurement and competitive bid processes, analysis and contractual negotiation with successful outcomes; application of contract law and regulatory requirements
Knowledge of the University and Hospital policies/procedures with the ability to make sound decisions within the framework of these policies
Knowledge of pharmaceutical sourcing would be an asset
Experience in budget preparation and staffing required for a 24/7 operation would be an asset
Demonstrated aptitude for leadership; ability to lead, engage and support others. Ability to evaluate and direct the work of others
Effective management, organizational, problem solving and decision-making skills
Highly effective interpersonal and communication skills (verbal and written)
Knowledge of quality control and assurance programs
Effective skills in planning, prioritizing and goal setting, Demonstrated sound judgment and confident decision-making
Possess and display initiative, tact, diplomacy, discretion and confidentiality
Proven proficient computer application skills
Demonstrated ability to think and act systematically and strategically while exercising diplomacy and creativity in resolving issues
