Position Title : Emergency Management Coordinator

Department : LNIB Fire & Rescue

Reports To : Fire Chief

FTE / Hours : Full-Time

Salary / Pay Grade : $35.00 – $45.00 per hour

Location : Merritt, British Columbia, Canada

POSITION SUMMARY

The Emergency Planning Coordinator is responsible for leading and coordinating LNIB’s emergency preparedness, response, recovery, and mitigation planning. This role ensures that LNIB meets emergency management requirements, strengthens local capacity, and supports the transition toward increased First Nations jurisdiction and authority over emergency management services.

The position plays a critical role in ensuring LNIB is prepared before emergencies occur, supported during emergency events, and positioned for effective recovery and continuous improvement afterward. The Emergency Planning Coordinator works closely with leadership, internal departments, emergency responders, provincial and federal partners, and community members to support coordinated and culturally appropriate emergency management.

This role is a dedicated, full-time emergency management capacity position, with accountability to LNIB leadership and external funders.

KEY RESPONSIBILITIES

EMERGENCY PLANNING & PREPAREDNESS

  • Lead the development, implementation, and ongoing maintenance of LNIB’s Emergency Management Plan (EMP) and all associated annexes, procedures, and operational guides.
  • Ensure emergency plans address priority hazards, including wildfire, flooding, drought, severe weather, infrastructure failure, and other community-specific risks.
  • Develop evacuation plans, emergency communications protocols, reception center plans, and continuity of operations strategies.
  • Ensure emergency plans are practical, current, and aligned with community realities, leadership direction, and operational capacity.

RISK ASSESSMENT, MITIGATION & CLIMATE RESILIENCE

  • Coordinate hazard, risk, and vulnerability assessments using a risk-based approach informed by fire, flood, drought, and other climate-related hazards.
  • Support mitigation planning aimed at reducing emergency impacts and improving community resilience.
  • Work with departments to identify infrastructure, capacity, or planning gaps that increase emergency risk.
  • Integrate climate adaptation considerations into emergency planning and mitigation activities.
  • TRAINING, EXERCISES & CAPACITY BUILDING

  • Develop and deliver emergency preparedness training for LNIB staff, leadership, and community members.
  • Coordinate tabletop exercises, drills, and simulations to test emergency plans and build internal capacity.
  • Evaluate training and exercises and update plans based on outcomes and lessons learned.
  • Promote a culture of preparedness, readiness, and shared responsibility across the organization.
  • RECOVERY, FUNDING & POST-INCIDENT IMPROVEMENT

  • Support post-emergency recovery activities including damage assessments, reporting, and coordination with assistance or reimbursement programs.
  • Assist with emergency-related funding applications, tracking, and reporting requirements.
  • Participate in after-action reviews and prepare recommendations for improvements to plans, procedures, and response capacity.
  • ADMINISTRATION, GOVERNANCE SUPPORT & COMPLIANCE

  • Prepare reports, briefing notes, and updates for senior leadership and Chief & Council as required.
  • Maintain accurate and organized records related to emergency planning, training, exercises, incidents, and funding.
  • Ensure emergency management activities comply with applicable legislation, agreements, and LNIB policies.
  • Support the department and review of emergency-related policies, procedures, and governance frameworks.
  • OTHER DUTIES

  • Participate in community meetings, events, and emergency-related engagement activities.
  • Remain available for extended hours, evenings, weekends, or on-call support during emergency events or exercises.
  • Ability to travel locally or externally as required.
  • Maintain a BC Driver’s Licence.
  • Always maintain strict confidentiality and professionalism.
  • Perform other related duties as assigned by senior leadership.
  • KNOWLEDGE, SKILLS & ABILITIES

  • Strong understanding of emergency management principles, planning, and coordination.
  • Ability to work calmly, effectively, and decisively during high-pressure situations.
  • Excellent organizational, analytical, and problem-solving skills.
  • Strong written and verbal communication skills, including report writing and briefing preparation.
  • Ability to work collaboratively across departments and with external partners.
  • Strong judgement, discretion, and attention to detail.
  • QUALIFICATIONS

  • Post-secondary education in Emergency Management, Public Administration, Disaster Management, or a related field; OR an equivalent combination of education and experience.
  • Minimum 2-5 years of relevant experience in emergency planning, coordination, public safety, or related roles.
  • Experience working with First Nations governments, local governments, or public sector organizations is an asset.
  • Emergency Management or Incident Command System training is preferred or willingness to obtain.
  • Experience supporting Emergency Operations Center is an asset.
  • WORKING CONDITIONS

  • Office-based role with periodic fieldwork and community engagement.
  • Requires flexibility, including evening and weekend work during emergency events.
  • High level of responsibility and accountability during emergency situations.
  • Requires adaptability, emotional resilience, and the ability to manage urgent priorities.

    The Lower Nicola Indian Band (LNIB) follows Section 25 of the Human Rights Code, giving preference to Indigenous applicants where applicable.
