Job Summary

The University of British Columbia Faculty of Medicine’s Division of Continuing Professional Development (UBC CPD) strives to meet the continuing education and professional learning needs of practicing healthcare professionals in BC and beyond.

The Education Manager position supports a vision of developing innovative education programs and leading projects in UBC CPD’s Strategic Projects and Partnerships portfolio, in collaboration with provincial and national stakeholder organizations.

The Education Manager may be assigned to one or more projects depending on the needs of the Division.

Key competencies of the role include relationship building and effective communications with stakeholders, planning and implementing new program design to ensure it addresses learning needs of health care practitioners, supporting the development of funding proposals, reports, and contracts, developing and actioning work plans, coordinating committees and working groups, overseeing project operations including program finances and budgets, and supporting research and evaluation related to activities within assigned projects.

The position may provide functional and / or project oversight to designated UBC CPD staff and works collaboratively with UBC CPD Medical Directors, Medical Leads, Project Sponsors, and other stakeholders.

The incumbent works under the direction of the UBC CPD Senior Manager. The incumbent assists the organization in seeing and facilitating new opportunities for educational programs and other CPD initiatives and fosters partnerships with organizations concerned with medical practice and practice improvement.

In addition, the incumbent is responsible for developing plans to identify learning needs for practitioners and to create programs to meet these educational needs using current as well as new and innovative methods of delivery.

Organizational Status

The Education Manager reports to the Project Manager, Strategic Projects and Partnerships (SPP) within UBC CPD. Direction will also be taken from the Senior Manager (SPP) and / or UBC CPD Director.

The incumbent works in close alliance with external project partners, office personnel, other project coordinators and managers, physician associates and with the Managers of Finance-Administration and Director Conferences Services.

Interacts with various departments on multiple campuses, administrators of campus and hospital departments, funding agencies, policy makers, health administrators, agency leads, university faculty, and leaders as well as physicians and other health professionals in practice.

Work Performed

Key areas of Responsibility / Deliverables / Priorities :

  • Maintains a close working relationship with key project partners (e.g., BC Health Authorities, Rural Coordination Centre of BC, and other key provincial and national partners)
  • Supports educational development for a variety of practitioner audiences
  • Leads the implementation and evaluations of a variety of educational projects for UBC CPD
  • Supports and integrates other UBC CPD initiatives and educational opportunities
  • Provides leadership and coordination at a project level for multiple outreach and innovation projects and communicates with stakeholders and policy makers
  • Provides outreach and educational expertise that guides project development and agenda formulation
  • Stimulates and fosters outreach and innovation excellence through business development collaborations; creativity and intellectual capacity
  • Produces quarter and annual financial and written reports as required
  • Works as a member of a project team and integrates advice and suggestions from project advisory committee members
  • Works with and identifies groups with similar education mandates to share lessons learned and align activities, where appropriate
  • Sensitive to the unique contexts of the health care landscape in BC
  • Looks for opportunities to collaborate with external stakeholders and adapt and deliver their existing CPD programs
  • Engages in a positive way with health care professionals to build strong relationships
  • Maintains a positive attitude and overall tact and discretion with the multiple stakeholders
  • Builds community linkages in all projects and through all interactions and communications
  • Demonstrates effective and appropriate communications through facilitative and effective conversations
  • Thinks strategically about the overall project mandate and the integration of key stakeholders into UBC CPD project and programming
  • Understands the use of technologies used to deliver CPD by distance
  • Builds understanding of medical context and develops appreciation for key factors affecting medical practice
  • Understands the vision and mission of UBC CPD as well as their stakeholders.
  • Incorporates interprofessional teaching wherever possible, as directed by UBC CPD leadership, considering advice from project advisory committees and partners.

Major Responsibilities - Project Level Tasks

  • Assesses CPD content needs and learning style for BC physicians in a cost effective, on-going way, including both perceived and unperceived needs
  • Develops educational strategies for meeting the educational needs of physicians
  • Builds networks and positive relationships with key stakeholders and project partners
  • Encourages and incorporates interprofessional education, including nurses, and other health care practitioners and providers
  • Implements educational and evaluation strategies
  • Identifies areas for new educational programs within the mandate of UBC CPD
  • Leads project evaluation activities to link evaluation with educational development
  • Works with UBC CPD Director, UBC CPD Senior Manager, UBC CPD Project Managers, Medical Directors, project advisors, and others to create project plans and proposals
  • Provides guidance to physicians and others in the design, accreditation, and coordination of CPD events
  • Develops and implements project management plan
  • Develops and implements business cases for new projects and, if applicable, develops cost-recovery budgets and revenue generation plans
  • Refines and maintains project budget
  • Develops plans, strategies, partnerships, and other ideas to make programs a reality
  • Assists the organization in seeing new opportunities and new partnerships
  • Creates, develops, and schedules programs
  • Designs, plans and implements evaluation strategies and oversees education project evaluation activities.
  • Oversees the collection, collation and analysis of program and evaluation data.
  • Leads development of marketing strategies for assigned projects; oversees the development, planning and implementation of project and program-specific marketing materials, publications, and news articles and ensures they are appropriately tailored to learners.
  • Ensures programs are financially viable by developing budgets, undertaking activities to amend plans based on projected revenue and by working with financial staff on post program financial statements
  • Hires instructors and evaluates performance, negotiates salaries and fees; works with instructors to set objectives, review course objectives, and ensure continuity between courses
  • Plans education, innovation, and research activities
  • Works with physicians, nurses, and other allied health professionals in developing research instruments and evaluation tools
  • Develops and conducts surveys
  • Leads or oversees focus groups and conducts key informant interviews
  • Assists in data preparation, collection, entry and analysis (qualitative and quantitative)
  • Supports the preparation of abstracts, manuscripts, and reports (for conferences, funders, and peer reviewed publication)
  • Identifies and develops grant proposals / applications for UBC CPD that would further support the work being done in an educational domain
  • Engages physicians and other health care professionals as necessary for the success of an educational initiative
  • Develops and maintains a positive and supportive relationship with project partners, organizations, faculty, and the community-based coordinators and health care providers
  • Works with other UBC CPD portfolios that synergize with vision of providing quality education to physicians and other health care professionals

Consequence of Error / Judgement

The incumbent will be required to show judgment and decision making, which has the potential to impact UBC CPD reputation, product viability, project funding, and the opportunity for future research development.

The ability to maintain a close working relationship with project partners is essential to the success of this project.

Exercising poor judgment and / or inappropriate lack of consultation has the potential to adversely affect the viability and validity of research projects, educational programs, projects, grant based funding or other means necessary to sustain itself.

Supervision Received

The incumbent receives ongoing guidance and support from the UBC CPD Senior Manager and works under the general direction of the UBC CPD Director.

Works with a high level of independence and is responsible for task planning and prioritization. Meets regularly with senior staff to review performance and portfolio.

At a project level, receives direction from project leads, some of whom may not work in the same location.

Supervision Given

May be responsible for providing direction to and / or the supervision of research and administrative staff, temporary staff or technical staff.

Works with considerable autonomy on projects within portfolio.

Minimum Qualifications

Undergraduate degree in a relevant discipline. Minimum of four years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Undergraduate degree in a relevant discipline. University degree (Master’s degree / Project Management certificate preferred) in adult education, educational technology, distance education, or educational psychology, or another area that directly relates to the provision of continuing professional development for physicians in BC.

Training in project management an asset.

  • Minimum of four years related experience in adult education or continuing education programs
  • Experience in the CPD domain with particular sensitivity to the context of health care delivery and knowledge of the BC medical system contextualized to practice
  • Integrates equity, diversity, inclusion and mutual respect as values in their work.
  • Ability to connect with physicians and other health care professionals
  • Minimum of four years’ experience in an administrative role with demonstrated experience in a cost recovery environment
  • Experience in teaching adults an asset
  • Educational implementation an asset.
  • Experience with grant / proposal writing an asset.
  • High level of proficiency with Microsoft Excel, Word, PowerPoint, and Adobe Acrobat. Familiarity with web authoring, design software, and CRM an asset.

Interest in new technologies an asset.

  • Demonstrated knowledge and expertise of information technologies and communications tools
  • Demonstrated knowledge of effective instructional design
  • Database experience an asset; data analysis software (SPSS or equivalent) preferred
  • Experience with the requirements and procedures of educational research including experience with a variety of research traditions and methodologies
