JOB PURPOSE

The Director, Government Relations & Public Affairs (GRPA) Canada role aims to enhance business value by positioning DP World favourably with government representatives and civil society in Canada.

The position reports to Head of Government Relations & Public Affairs Americas within the newly formed GRPA Centre of Excellence and will also report on a dotted line to the CEO of Canada. The role :

  • Advises on political systems, government processes and key personalities within government and civil society at a national level and within the ten provinces and three territories of Canada.
  • Sets up systems for collecting, interpreting and disseminating intelligence on Canadian politics at all levels of government and related sectors as reliable input for corporate and business decision-making.
  • Engages with key stakeholders of government and civil society including Port Authorities, First Nations, trade associations and labor organizations to advocate on behalf of issues of importance to DP World
  • Advises DP World corporate functions and business units on interpreting underlying nuances and cultural subtleties involved in Canadian government decision-making.
  • Anticipates potential issues from Canadian government systems for prompt escalation to DP World leadership.
  • Identifies significant national and regional political events and trends for inclusion in GR strategies.
  • Determines the impacts of Canadian government policies, tax, finance and regulatory developments on DP World business and advises on appropriate strategies and plans for response.
  • Assesses political and social systems and provides appropriate advice to the Canadian business unit and Americas regional team.

The role is expected to maintain a robust understanding of Canada’s political environment and drivers for government and civil society stakeholders (local, regional and federal). He / she will :

  • Work closely with businesses and functions to secure opportunities and manage risks.
  • Engage with the Canadian government to shape regulatory frameworks and influence policy, advocating on behalf of DP World’s positions and interests.
  • When decisions are considered, provide balanced perspectives that integrate business, functional, geographical, and temporal perspectives.
  • Work together with the business in developing a Canadian government-specific Customer Value Proposition that differentiates DP World from its competitors as a partner of choice.
  • Map relationships and engagements with government and civil society stakeholders

The priority for the Senior Manager GRPA Canada is to support DP World by providing strategic advice to the business on the one hand and achieving a maximum degree of influence over the regulatory environment in which the company operates on the other.

The central objective is to preserve and build the company’s reputation in support of generating business value.

In addition, the role monitors, identifies and influences the Canadian operating environment as affected by statutory, legislative and regulatory governmental actions that may affect DP World operations.

KEY ACCOUNTABILITIES

The incumbent is expected to quickly develop a good understanding of DP World’s Canada businesses, possess an excellent grasp of political trends and key decision-makers / influencers in Canada, and of the critical drivers for DP World Group success. He / she must :

  • Deliver superior policy, country and stakeholder analysis and engagement plans that help to inform credible strategies, often on short notice.
  • Develop a robust strategy to manage Canadian government stakeholders, including identification, engagement planning and relationship management
  • Anticipate / monitor policy change and interpret political drivers. Identify business threats and opportunities arising from statutory, legislative or other regulatory governmental action, including mitigation activities.
  • Support business leaders in their engagements with decision-makers.
  • Devise and implement advocacy plans (setting out desired policy outcomes in support of business goals, developing position papers, running engagement programs, in cooperation with the businesses, functions and in-country resources.
  • Leverage the informal and formal workings of government, embassies and associations to support the delivery of DP World business objectives.
  • Ensure coordination and maximize synergies among GRPA, other Non-Technical Risk functions, and the relevant businesses.
  • Share GRPA best practices with business representatives and actively develop local resources in-country where practical.
  • Ensure absolute compliance with applicable government transparency and ethical standards, and DP World Group rules and policies.
  • Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviours in harmony with DP World’s Principles, values and culture;

ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies.

QUALIFICATIONS, EXPERIENCE AND SKILLS

  • Confident, trusted, and mature individual with a minimum 10 years’ experience in a mix of strategic consulting, analytical, business, Canadian government / diplomatic and Regulatory Affairs / Government Relations and Public Affairs roles
  • Politically astute, ideally with developed networks within the Canadian government, and ideally within the regions of activity for DP World
  • Degree in Law, Political Science, Public Policy, Economics or related field
  • High degree of discretion; unquestioned and uncompromising personal and business integrity.
  • Outstanding communicator; excellent command of English in written and spoken form required; advanced command of the French language is a significant advantage
  • Ability to multi-task and manage complexity and highly fluid situations, and the ability to manage and deliver against compressed deadlines
  • Strong influencing / motivating skills and ability to drive delivery and manage others
  • Highly developed interpersonal skills, able to work effectively with a wide range of internal and external stakeholders at all levels
  • Experience in Issues Management and Crisis Management
  • Good knowledge of governance and business control frameworks. Evidence of strong analytical skills
  • Can-do attitude in accomplishing what is necessary, either through own efforts or through others
  • Outstanding communicator : excellent command of English in written and spoken form is essential
  • Ability to work effectively in cross-cultural and diverse stakeholder environments. Good negotiator and coalition builder
  • Considerable experience in Canadian regulatory frameworks and processes is a requirement

Salary Range : CAD $147,000- $183,800

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location.

Individual pay is based on skills, experience and other relevant factors.
