Position : Senior Human Resources Advisor (Bilingual)
Location : Ottawa (Hybrid Work Model)
Working Hours : Full-time (Monday to Friday)
We are looking for a Senior Bilingual Human Resources Advisor for our Ottawa-based Crown Corporation client. In this role, you will manage job evaluations, compensation, leave management, official languages, and employee relations.
You will provide expert advice on HR policies, support job evaluations, and drive the continuous improvement of HR programs to align with the company’s strategies and objectives.

Key Activities :
- Provide expertise for HR program and service improvement
- Act as a senior-level consultant on HR initiatives and complex issues
- Conduct research to support HR program enhancement
- Develop and manage HR policies, processes, and procedures
- Contribute to and implement the People Strategy
- Implement best practices in job evaluation, compensation, leave management, official languages, and employee relations
- Administer HR contracts, expenditures, and payroll-related activities
- Ensure HR policies comply with legislation and recommend changes as needed
- Provide analysis and advice on HR policies and legislation
- Support new HR initiatives from development to implementation
- Assist in drafting job descriptions and conducting job evaluations
- Advise on HR information requirements for management
- Administer the job evaluation program and support leaders with evaluations
- Offer HR advisory services to management and staff
- Act as a resource for job evaluation, compensation, leave management, official languages, and employee relations
- Lead HR initiatives and continuous improvement activities
Your Background :
- Minimum of eight (8) years of experience in various functional areas of Human Resources
- Post-secondary diploma or degree in Human Resources, Business Administration, Psychology, or a related field
- Expertise in policies and systems related to leave, compensation, payroll, training, staffing, and benefit plans
- Familiarity with relevant human resources and financial legislation (e.g., Public Service Superannuation Act, Canada Labour Code, Financial Administration Act, Employment Insurance Act, Income Tax Act, Employment Standards Act, Human Rights)
- Proficiency in organizational and analytical methods, techniques, and practices
- Data collection and analysis skills
- Exceptional customer service, presentation, interpersonal, and communication skills (both written and spoken)
- High degree of initiative with the ability to multitask and make independent decisions with minimal supervision
- Strong ability to exchange information with management and staff, explain policies and procedures, identify and investigate discrepancies, and provide effective advice
- Proficient in responding to client organizations, providing information, and addressing human resource issues
- Capable of drafting correspondence on various issues and preparing comprehensive human resources reports
- Proficiency in Canada’s official languages (English / French) is mandatory
- Must be able to obtain a Federal Government Security Clearance (Enhanced Reliability Level)
