The Role
The HR Manager, Systems and Complianceisresponsible for leading the development, maintenance, and sustainment of the College's HR information systems.
The HR Manager leads the preparation of a variety of HR and workforce data, metrics and analysis and ensures compliance with government legislation, collective agreement requirements, processes and policies.
They supervise the systems and compliance team and work closely with other HR leaders to further the initiatives in the College's Strategic and HR Plans.
Responsibilities
Under the general direction of the Associate Director, Total Compensation & HR Systems, the HR Manager, Systems and Compliance is accountable for the following :
- Leads the development, maintenance and sustainment of the College's HR information systems, ensuring data quality, integrity, efficiency and effectiveness;
- this includes Banner Human Resources and FAST Human Resources Reporting;
- Supervises the systems and compliance team including recruitment and selection, training, performance planning, evaluating and performance management, where appropriate;
- Leads the preparation of HR and workforce data, metrics and analysis including regular and ad hoc statistical and compliance reports for both internal and sectoral use.
- This includes reports for government, workforce planning, recruitment, benefits and employee leaves. Ensures analysis and reporting is appropriate, timely and accurate;
- Provides training and technical guidance to HR colleagues with respect to the use of HR information systems;
- Collaborates with various departments across the College, including Finance, IT Services and Enrolment Services, regarding the operation of the HR information systems;
- Ensures the appropriate documentation of processes and procedures relating to usage of the HR information systems and the preparation of compliance reports;
- Provides leadership with respect to the implementation of new HR information system software releases and updates; ensures appropriate system testing within Human Resources.
- Ensures that appropriate security access for HR systems is maintained; this includes requesting new access and reviewing existing access on a regular basis;
- Provides specialized support to the College with respect to collective bargaining, grievances and arbitrations through the preparation and analysis of relevant data;
- Administers College policies and collective agreements, including updating salary grids in the HR information system as required;
- Ensures that Freedom of Information and Protection of Privacy Act requests to the department are addressed in accordance with legislation and in consultation with the administrator responsible for Freedom of Information requests;
- At the request of the Associate Director, represents the department or College on internal or external committees; may Chair assigned committees, as required;
- Exercises signing authority on behalf of the Department for expenditures as appropriate;
- Actively models the Douglas College Core Competencies;
- Performs other related duties as required including acting on behalf of the Associate Director or other human resources leaders.
To Be Successful in this Role You Will Need
- Established professional credibility as evidenced by a bachelor's degree from an accredited post-secondary institution in a related area of study;
- More than five years of experience in systems management, including a minimum of three years' experience in HR systems and compliance;
- An equivalent combination of education and experience may be considered, as determined by the College;
- A CPHR designation is an asset;
- Experience with collective agreement interpretation, preferably in a public sector, multi-union environment;
- Demonstrated knowledge, ability and progressive experience in the design, development, management and maintenance of data collection;
- Experience leading projects including workforce planning and systems implementation / upgrades is preferred;
- Proven proficiency with computer software applications, such as MS Office, HRIS Systems and Tableau; experience with Banner HR and FAST HR Reporting is preferred.
- Ability to generate reports and apply data analysis;
- Strong communication skills (written and verbal) as well as the ability to be tactful, persuade and influence others and deliver presentations to large and small groups;
- Demonstrated experience leading people, preferably in a multi-site, unionized, public sector environment;
- Demonstrated critical thinking and organizational skills along with the ability to exercise sound judgment, work independently and maintain confidentiality;
- Demonstrated ability to deal effectively with conflicting expectations and resistance;
- Demonstrated ability to model professional, ethical and collaborative behaviours consistent with the position;
