The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey.
These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary / retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Emergency Services Lieutenant (Multiple Vacancies) for the Division of Institutional Planning & Operations (IP&O).
Directly reporting to the Captains, this position is to provide emergency response command, control, and liaison capabilities throughout the University, primarily assigned to the New Brunswick / Piscataway campuses but may be assigned to provide services at all Rutgers properties as necessary.
Key Duties
- Working on an assigned shift and in the absence of a higher-level supervisor, Lieutenants provide field level shift supervision (lead, guide, direction) of assigned Bureau staff and coordination of all Emergency Services personnel in the absence of a Bureau supervisor.
- As part of a Unified Command Structure, the Lieutenant will work with all other university personnel (including police) and municipal responders at the scene of emergencies to mitigate an incident.
- When assigned, this position also is responsible for enforcing the provisions of the New Jersey Uniform Fire Code in all applicable locations, during the assigned work shift and during special events.
Minimum Qualifications
- Bachelor’s degree and two (2) years’ experience or equivalent combination of education and experience in either firefighting, emergency medical services, fire code enforcement, hazardous materials mitigation.
- Four (4) years firefighting experience.
- Four (4) years as an Emergency Medical Technician.
- Experience at Fire Department company officer level.
Certifications / Licenses
He / she must have the following valid certifications, which must be maintained throughout employment :
- New Jersey Approved Firefighter I and Firefighter II
- New Jersey Approved Incident Management Level I
- New Jersey Approved Emergency Medical Technician
- American Heart Association BLS / CPR for the healthcare provider, or equivalent acceptable to NJ DOH
- New Jersey Approved Fire Inspector or Fire Official
- New Jersey Approved Hazardous Materials Response Awareness and Operational Levels
- Must have and maintain a valid NJ Driver’s License.
Required Knowledge, Skills, and Abilities
- Laws and regulations pertaining to fire codes and standards
- Firefighting principles and practices, strategy and tactics
- Pre-hospital emergency medical treatment, triage
- Handling the management of operations involving hazardous materials, and mass-casualty incidents
- Incident command management and strategy
- Physically capable of demonstrating manual dexterity and mechanical abilities.
- Ability to wear self-contained breathing apparatus, firefighter protective clothing, hazardous materials response personal protective clothing, and respirators;
must be able to climb ladders and drag a minimum 150-pound simulated rescue victim.
- Must agree to and authorize the university to conduct a background investigation including, but not limited to, a criminal history check.
- Must work shift assignments; will be required to work holidays.
Preferred Qualifications
- Tactical Emergency Casualty Care (TECC), Training may be provided upon employment
- Hazardous Materials Technician, Training may be provided upon employment
- New Jersey Approved Hazmat On Scene Incident Commander, Training may be provided upon employment
- Fire Department command level officer experience preferred (Asst. Chief, Deputy Chief, Chief etc)
- Fire Code Inspection Experience
- New Jersey Approved Fire Instructor I
Physical Demands and Work Environment
- Physically capable of performing the job with no restrictions; must maintain calm under pressure and make appropriate decisions during adverse conditions.
- Must be able to work rotating shift assignments including days, evenings, and nights; will be required to work holidays if assigned.
