The Manager of System Utilization plays a pivotal role in supporting the Director of Patient Flow and System Utilization by optimizing the utilization of provincial systems and resources within the organization.
This position is essential in ensuring the efficient operation of various systems and technologies, enhancing productivity, and maximizing organizational effectiveness.
Duties :
- Lead efforts to assess current systems and identify opportunities for optimization to enhance overall efficiency and effectiveness of Acute care and Long-Term Care operations.
- Works closely with provincial Acute Care and Long-Term Care department heads to allocate resources effectively, ensuring optimal utilization and alignment with Health PEI’s goals and priorities.
- Identifies bottlenecks and inefficiencies in existing processes and develop and implement solutions to streamline workflows and improve resource productivity.
- Supports provincial programs in the identification of potential risks associated with system utilization and develops mitigation strategies to minimize disruptions and ensure continuity of operations.
- Provides leadership and support to the Systems Optimization Analyst in the research, program design, mapping and analytics associated with project delivery
- Oversees the development and usage of systems data to provide direction and strategic decision making.
- The Manager of System Utilization position is responsible for the development and operationalization of goals and
initiatives that support the delivery of Health PEIs strategic plan.
- This position involves liaising with various internal and external partners to ensure system utilization is working optimally (ie Directors, Managers, Staff, Physicians, Discharge Planning and NS / NB Health Agencies)
- Responsible for the delivery of written and verbal reports to the Department of Health & Wellness, the Health PEI Board and Health PEI Executive Leadership Team as required on all aspects of the programs.
- Ensures that PEI patients / clients have timely access to the in-province and out-of-province programs; this includes providing overall leadership and direction
- Knowledge and expertise are needed on all aspects of programs and services both on Island and in NB and NS; this is required for both in hospital and community programs and services.
- Provides guidance in the establishment and interpretation of program performance standards and key performance indicators (KPIs) that use best practice evidence and benchmarking in the support of decision-making for leaders, managers, units, and quality teams.
- Represents PEI on federal / provincial / territorial committees concerning patient flow and system utilization; works collaboratively with other provinces and territories on national priorities and initiatives.
- Reviews national reports and media to identify results that may be applicable to Health PEI goals and objectives.
- Manages and supervises programs and staff and directs goals, objectives and schedules
- Facilitates quality improvement initiatives
Minimum Qualifications :
- Bachelor’s degree in a health, business or engineering-related field is required; relevant master’s degree is preferred
- Considerable experience in management, leadership, decision making, change management and project management (planning, implementation, and evaluation), within a health environment
- Must have knowledge and understanding of health systems and legislation programs / services
- Strong interpersonal and communication skills (written and verbal), group facilitation, conflict
resolution, negotiation, and presentation skills.
- Demonstrated knowledge of best practice utilization management and clinical flow practices
- Demonstrated knowledge and understanding of health system programs / services.
- Demonstrated knowledge in current trends in health care practice
- Demonstrated effective decision-making competency related to patient care management both with respect to engagement of clinical teams and physician leaders as well as administrative clinical leadership
- Knowledge of and experience with change management principles and methodologies
- Proficient in use of computer systems technology including skills in the following competency
areas : data retrieval, data entry, data assembly and organization, data analysis, and application of data as well as integrated reporting from diverse sources
- Extensive change management and project management (planning, implementation and evaluation) experience within a health environment
- Experience in performance measurement and monitoring within a health context
- Advanced computer experience required including spreadsheet applications, word processing and presentation software.
- Ability to lead a team independently / with minimal supervision within a defined scope of responsibility.

- Must have working knowledge in the areas of quality management principles and processes, risk management methodology, and results measurement.
- Demonstrated ability to work effectively and diplomatically with all levels of HPEI Operations Management physicians and health care personnel, government, media, and members of the general public.
Other Qualifications :
- Project management certification and / or training would be an asset.
- Lean Six Sigma certification and / or training would be an asset.
- Familiarity with hospital and community services in NB and NS will be considered an asset.
- Highly motivated individual able to problem solve under stressful conditions.
- Ability to foster a shared vision, accept accountability and integrate evidence into decision-making.
Salary Range : $43.22 - $54.02 per hour (Level 21)
Bi-Weekly Hours : 75 hours bi-weekly / Mon - Fri
