The mandate of the Health System Value Branch is to provide system-wide leadership for measuring, monitoring, and improving quality and performance of the health system;
ensuring patient care is integrated across sectors and between organizations; and evaluating quality and performance in the context of health expenditures to improve health system value.
Role Responsibilities
Reporting to the Director, Health Economics and Funding, the Manager, Health Economics will provide leadership in the application of economics to the development of health strategies, policies and programs to promote economic efficiency and effectiveness of the health system;
and to enhance the system's ability to forecast fiscal resource requirements and to assess fiscal sustainability.
Major job duties include leading, directing and monitoring the design, conduct and management of health economics analysis and research based upon acquired knowledge of methodologies and data.
Innovation is often required to develop new approaches to ensure sound and relevant analysis. Results orientation is critical to ensure that outcomes are appropriate to business needs.
Teamwork is often essential for ensuring results are produced in a timely and resource efficient manner.
Specific duties include :
- Reviewing and summarizing applied and academic literature
- Recommending methodological approaches to support Ministerial initiatives;
- Project management including developing project tasks and timelines, defining project scope, assigning tasks; monitoring progress and developing contingency plans if required;
- Performing and / or overseeing statistical and economic analysis of data including development and simulation of economic models;
- Assisting in formulating recommendations stemming from the analysis; and;
- Reviewing analysis and providing feedback / guidance to staff
The Manager must be able to analyze complex issues from an economic and financial perspective, including the identification and quantification of options.
The role requires excellent economic and model building skills including proficiency in developing, quantifying and simulating different types of economic, financial and mathematical models.
One of the challenges for this position is to ensure rigor and appropriate analysis of data in projects to inform the development of recommendations on health system financial measurement, indicator development on policy options related to shifting funding or resource allocation.
The scope of recommendation can be large (e.g. related to impacts to mode of healthcare funding and delivery) and can represent a shift from previous programs, health service delivery models, etc.
The Manager must appropriately interpret results from quantitative (financial, economic, statistical) analysis and relate them to tangible and actionable policy options for the Ministry.
