Job Description

POSITION SUMMARY The SCADAAdministrator is responsible for the reliable safe and secureoperation of clients Supervisory Control and Data Acquisition(SCADA) System infrastructure through the administrationconfiguration and maintenance of the system.

This position willalso provide enduser support to operators engineers and other SCADAusers. Ensures the system remains compliant with Client regulatoryand industry standards.

The SCADA systems andinfrastructure include the following elements : substation controlsprotective relaying remote terminal units intelligent electronicdevices meters line equipment distribution automation and SCADAservers and workstations and other software packages but mayinclude other systems as they evolve or become necessary.

ESSENTIAL JOB FUNCTIONS Assigned with or without reasonableaccommodation.

• Designsconfigures and maintains SCADA infrastructure in accordance withclient policies regulatory standards and industry bestpractices.
• Collaborate in and providerecommendations for the system design configuration andinstallation of the Cooperatives SCADA Infrastructure.
• Configures SCADA systems to communicate with fieldequipment including remote terminal units intelligent electronicdevices and meters.
• Maintains and supportsSCADA infrastructure including operator training and engineeringworkstations and application web and historian servers.
• Maintain and support the distribution of realtime nearrealtime and historical data to internal and external customersfrom SCADA and other systems.
• TroubleshootSCADA hardware software HMI computers / workstations programmingconfiguration or other communication issues and engage appropriatesupport to get them fixed in a timely manner.
• Collaborate and coordinate installation of field deviceswith Engineering and Operations including deploying configurationstesting and validation.
• Responsible forcontinuous system check and balance of the data validity andinformation gathered stored and displayed from the SCADAsystem.
• Coordinates SCADA infrastructuredatabase and display activities with internal staff.
• Ensures recoverability of SCADA and continuity ofoperations through regular system backups regular testing offailover routines and participation in other disaster recoveryactivities.
• Utilize analysis software tools tomake recommendations regarding controls related system performancemaintenance operational improvements and upgrades.
• Create reset delete and maintain user accounts in aWindows Active Directory environment.
• Assistother departments with downloading event data reports SOEs and SERsfrom protective relays and field device controls for furtheranalysis.
• Partner withIT in applying Windows operating system updates patches upgradesand configuration changes for workstations and servers.
• Partner with IT in system administration data backups andproactive security measures of Windows workstations andservers.
• Assists in maintaining documentationregarding SCADA server & workstation configuration operatingprocedures compliance and disaster recovery.
• Maintain and update SCADA automation andcommunications record drawings and documentation.
• Provide recommendations and technical solutions ininterfacing of AMI communication systems wireless radios microwavetechnologies SCADA devices automated mapping systems anddistribution automation.
• Function as thesubject matter expert (SME) on relay and control issues and providetechnical support and training to other team members on theoperation of the SCADA systems and software by retrieving data foruse in decision making outage management and engineeringstudies.

JOBQUALIFICATIONS Education and / or formal trainingneeded : Bachelors degree in related field directlyrelated experience may substitute for education.

Experience needed : Five (5) years ofexperience with SCADA computer or electronic technicianrelay / control technician or equivalent and minimum of two (2) yearsof directly related experience in electric utility industry.

Knowledge skill and abilitiesneeded : Must possess a working knowledge of electronicsand related communication equipment.

Knowledge of the electricutility industry including safety practices is highly desirable.Must have knowledge in control and data communication systemsapplication operation and maintenance.

Must have possess SQL querywriting capabilities and management of MS SQL server databases.Knowledge of Microsoft Office (Word Excel and Outlook) is required.

Must have ability to implement work plans make sound decisions fromobservations and carry out instructions. Must be able to work underpressure and meet deadlines as well as work in harmony with manydifferent personality types.

Must be able to work with very littlesupervision and be proactive in responsibilities. Must possess astrong ability to communicate in both verbal and written form.

Musthave legible handwriting. This is an office / field position whichrequires the employee to spend time both in the office and in thefield in all types of weather.

• TheSCADA Administrator spends approximately 70% of the day sitting ata desk or test bench and the remainder walking bending and stooping(percentages will vary dependent upon the work to beaccomplished).
• Employee will be required todrive a vehicle both two and fourwheel drive which requiresawareness special relationships alertness and physicaldexterity.
• Will install test and maintainelectronic equipment in the office and in the field which requiresbalancing stooping kneeling crouching crawling reaching and readingof equipment.

These duties may also expose the Administrator toenergized low voltage (less than 600v) equipment and to a workenvironment which contains high voltage substations.
