Duties

1. Manages a team of professionals, from a wide variety of scientific fields located throughout Canada, and an operating budget in the development and implementation of the regional Contaminated Sites Program projects.

2. Develops proposals, and implements policies, strategies, plans, research studies and analyses in the delivery of the Contaminated Sites Program in the Region.

3. Plans, develops and implements the contaminated sites project management life cycle for the Region.

4. Provides professional, technical and scientific support, consultation, information and advisory services on assigned projects.

5. Develops and maintains a consultative and cooperative network with managers within the region and HQs and with officials of federal and territorial departments / ministries, other levels of government, Indigenous partners, NGOs, ENGOs and other clients, partners and stakeholders including private sectors.

6. Participate in the development of the Directorate’s overarching and coherent policy and program frameworks and strategic, research and business priorities, objectives and plans.

7. Provides expert scientific, technical, policy and program advice on the management and remediation of the contaminated sites in the region to internal and external clients.

Intent of the process

Immediate need : One (1) full-time position in Yellowknife, NT.

This process will be used to fill current vacancies and to establish a pool of qualified candidates for future opportunities in Northwest Territories only, with various security requirements (reliability or secret).

Candidate information will not be shared with federal departments outside Northwest Territories to fill vacancies elsewhere across Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION :

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in environmental sciences, environmental studies, environmental engineering, biology, ecology, chemistry, earth sciences, physical geography, or other science or applied science directly relevant to the position.

EXPERIENCE :

  • Significant* and recent experience managing environmental projects or programs including the assessment and remediation of contaminated sites
  • Significant* and recent experience in managing client relations
  • Experience in providing strategic and expert technical advice on environmental issues including environmental compliance for real property
  • Experience in leading environmental project teams including consultants and contractors.
  • Experience managing financial resources including cost estimating, budget tracking, cost control and reporting.
  • Significant is defined as the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate’s responsibility.

It will be assessed on the basis of scope, complexity and the diversity of the wok performed as well as the autonomy required of the candidate to perform the activities.

This level of experience is normally achieved through the performance of relevant duties for a period of at least two (2) years.

Recent experience is defined as experience acquired in the last five (5) years

ABILITIES :

  • Ability to communicate effectively orally

  • Ability to provide strategic advice in the fields of environmental management, remediation and / or compliance

The following criteria are not required for the appointment, but preference may be given to candidates who possess these asset qualifications.

  • Experience in managing employees, including setting goals and assessing performance.
  • Experience in developing and implementing business development strategies.
  • Experience in human health and / or ecological risk assessment
  • Experience in environmental impact assessments for projects in accordance with federal legislation
  • Experience in environmental building audits, hazardous materials assessments or studies (for example asbestos, halocarbons, or designated substances)
  • Experience in sustainable buildings management such as studies or assessments related to the following : energy efficiency, water conservation, wastewater management, sustainable use of resources, non-hazardous waste management, LEED, or BOMA
  • Experience in petroleum storage tank management projects (assessments, design and implementation)
  • Certification as a Project Management Institute (PMI) Project Management Professional (PMP). P.Eng. and / or PMP / or P.

Ag / P.Biol. designation is preferred.
