Responsibilities

  • Manages, influences and informs policy development, project planning, service delivery frameworks and program evaluation activities to advance the City’s strategies related to newcomers and refugees and systemic change efforts through a wide range of inter-divisional projects with external partners, stakeholders and collaborators.
  • Leads the identification and prioritization of newcomer related issues to advance the vision and objectives of the City’s newcomer-focused strategies.
  • Manages and oversees the identification, design, and implementation of key performance indicators to track the achievement and success of the Toronto Newcomer Strategy and other specific policies, projects and initiatives.
  • Ensures programs address key municipal and community priorities through research, stakeholder consultation, community engagement, and coordination.
  • Develops and facilitates strategic and collaborative relationships across a wide range of sector leaders, politicians, City divisions, private sector, funders, agencies, and community organizations to coordinate existing City services and resources, encourages development of innovative programs and services, implements institutional change measures for collective impact, and ensures sufficient resources are available for programs and services.
  • Organizes annual events and proclamations related to Toronto Newcomer Day, Refugee Rights Day, Undocumented Residents Day and other key priorities as identified in the Toronto Newcomer Strategy.

Leads, coordinates and attends a variety of intergovernmental and multi-stakeholder tables that convene to address national immigration issues, and local opportunities and challenges facing newcomers such as the Newcomer Leadership Table, the Inter-Agency Task Force and the Inter-Divisional Team.

  • Provides strategic advice and recommendations to City Councillors, Senior Management, Divisions and agencies on matters related to immigration and settlement.
  • Manages reporting to City Council and applicable Council Committees including research, analysis, evaluation and preparation of major strategic reports as well as effectively managing Council and Committee relationships and ensuring timely and high-quality responses to Council and Committee requests.
  • Develops, prepares and negotiates funding and other agreements with other levels of government, organizations and foundations, suppliers, contractors, divisions, partner organizations, and client groups, to support new City programs and initiatives.

Manages all required reporting requirements.

  • Satisfactorily resolves issues that arise from deputations at Standing Committee(s) or Community Council(s), including issues, complaints and / or general inquiries received from Members of Council and the public.
  • Ensures the City's long-term goals and priorities are supported through annual work plans, budget planning, business cases, progress reports, engaging internal City champions and external stakeholder and community champions.
  • Develops, recommends, and administers the annual budget for the team, and ensures that expenditures are controlled and maintained within approved budget limitations.
  • Manages the development and implementation of communications strategies to reach both internal City partners as well as external stakeholders, through key vehicles as website content, information materials and presentations, and reports.
  • Recruits, onboards, leads, and manages a high performing, multi-disciplinary staff team across a wide portfolio of staff roles and functions including research analysis, policy and program development, community development, evaluation and monitoring, and communications.
  • Manages, motivates, and trains the unit's staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning, and reviewing of work. Authorizes and controls vacation and overtime requests.

Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.

Key Qualifications :

  • Extensive experience and familiarity with immigration, settlement, and national immigration issues including key priorities, related legislation, policies, and funding structures.
  • Extensive experience in policy analysis, program evaluation and strategic planning in the area of human service system or any other relevant equivalent areas.
  • Extensive experience in project management within a multi-stakeholder environment with a successful track record in achieving results.
  • Extensive experience in planning, executing, and reporting on community and stakeholder engagement.
  • Extensive experience in managing, motivating, and leading a diverse staff team, dealing with labour relations issues and establishing an environment that promotes excellence, fosters teamwork, and contributes to the work of the management team.
  • Extensive experience supporting unit goals and priorities through annual work plans, business cases, progress reports, and through well established relationships that have been built over years with external stakeholders and community champions.
  • Considerable experience in financial management and reporting as well as developing and administering budgets to ensure fiscal accountability and effective use of resources.
  • Post-secondary education in a relevant professional discipline (i.e. Public Administration, Sociology Human / Social Services) or an equivalent combination of education and / or experience.
  • A keen sense of political acuity, with the ability to develop effective relationships with members of Toronto City Council, City staff, other levels of government, external organizations and the public.
  • Highly developed strategic, analytical and conceptual thinking skills with an ability to understand complex operating and policy issues, evaluation frameworks, performance measures, and the potential consequences of intended policy action.
  • Excellent communication and presentation skills, both oral and written, including an ability to prepare sound and effective correspondence, Council reports, research papers, etc.
  • An exceptional ability to negotiate persuasively, resolve conflict effectively and creatively problem solve.
  • Ability to work in a high volume, fast-paced environment, including one that may call upon emergency responses.
  • Ability to work within an anti-oppression framework, including supporting an ethno-racially, linguistically and economically diverse population.
  • Ability to demonstrate a high degree of initiative, exercise discretion and sound judgment.
  • Ability to work independently and cooperatively with others in an interdisciplinary team.
  • Knowledge of municipal governance structures, services and programs, and municipal relationships to other levels of government and community.
  • Familiarity with government legislation in the area of occupational health and safety and employment-related legislation.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
